Victor Branco is the main antagonist of the 2012 video game Max Payne 3, the third and final installment of the Max Payne video game series. He was a local politician of São Paulo, Brazil who used Max Payne as a means for his mayoral campaign, plotted the murder of his eldest brother Rodrigo to obtain control over the family wealth, and was the ringleader of an organ harvesting operation that was orchestrated to further finance his mayoral campaign.
He was voiced by Robert Montano.
What Makes Him Pure Evil?[]
- According to Wilson Da Silva, Victor allegedly hired the Crachá Preto to "clear out" land in the favelas that his brother Rodrigo wanted to develop.
- He had the UFE kidnap people, and sell them to the Crachá Preto.
- He secretly orchestrated the Comando Sombra gang's kidnapping of his sister-in-law Fabiana, and her eventual death.
- He sent the Crachá Preto to sabotage the ransom deal between the Comando Sombra and Max Payne and Raul Passos.
- He ordered Rodrigo and Marcelo, his own brothers, to be killed (one of them being burned to death), all so he could attain all of Rodrigo's wealth for himself.
- As a part of his plan, he used Max as a scapegoat for the chaos in the city, particularly the deaths of his extended family.
- He sold organs on the black market, and used the profits from it to finance his mayoral campaign.
- According to Passos, Victor pressured him into taking part in his plan.
- He additionally lied to Passos and Marcelo about his plan's true purpose, which was ostensibly to make Rodrigo loosen up on the family wealth, and kept them in the dark about the organ harvesting ring.
- He sees the Crachá Preto as expendable, admitting to Max that he was planning to wipe them out himself.
- He used the deaths of his family to try and gain sympathy votes from São Paulo's citizens.
- He chose to flee Brazil via a private jet rather than face accountability for his crimes.
- After Max shot down his plane, he smugly laughed and told him that he would "walk" and beat the charges against him, showing no regret for his actions.
