Hi Russ

Hello, today I'm back with this proposal. I bring you Russ Cargill, taking advantage of the fact that the series was removed from the list of banned franchises. Without further ado, let's get started. And I know, I put an 's' at the end of The Simpson, let's just ignore that.

What is the work?

The Simpson are an animated Fox franchise that revolves around an American family and serves as a social comedic critique. The main family consists of Homer Simpson (the father, lazy and gluttonous), Marge Simpson (the mother), Lisa Simpson ,(the intelligent but socially awkward daughter), Bart Simpson (the mischievous and rowdy son) and Maggie Simpson (the baby who is secretly brilliant even though she never seems to speak). The residents and all the characters are mostly characterized by being yellow.

The movie released in 2007 is about Homer and his family escaping Springfield after causing the city to be trapped under a dome due to pollution, by order of Russ Cargill, head of the EPA.

Who is him?

Russell "Russ" Cargill is the main antagonist of The Simpsons movie. He is the head of the EPA, and after studying at university and becoming a successful man, he was promoted by the president Arnold Schwarzenegger.

After Homer left pig feces in Springfield's lake, which mutated into a squirrel, Russ and the EPA reported it to the president. Russ presented options in folders to take action, after which the president chose one that trapped Springfield under a giant dome with no way out. A man was crushed to death, Springfield was erased from the map, the swallows couldn’t return and collided with the glass before being eaten by hungry cats, and in general, without contact with the outside, resources would run out in no time.

Soon, the entire town discovered that Homer was the one who dumped the pig waste after finding the tank with his name on it. Everyone turned against the Simpsons and tried to kill them, but they escaped through a sewer that was driving outside the city. After this, Russ and the government began searching for them as fugitives.

Russ suggests placing an army of tough men alongside weak men to make them look even tougher. One of his men tells him that he is going mad with power, something Russ admits.

Over the weeks and months, resources gradually run out, which drives the population crazy, making numerous attempts to break the dome's glass. The electricity begins to fail, putting several hospital lives at risk, according to Dr. Hibbert. Apu, Hibbert, and Clancy Wiggum try to get electricity with Mr. Burns' help but fail. Over time, the city falls into ruin. Later, after an elephant causes a crack in the dome, Russ convinces the distressed president through manipulation to choose an option that would help him handle the situation and prevent him from losing his position in case someone escapes the city.

It turns out that the option 4 Russ made the president choose is to blow up Springfield with a bomb. The Simpsons (who escaped to Alaska) discover through a TV commercial promoted by Tom Hanks that they plan to blow up Springfield and turn the crater into a tourist attraction, claiming that there was never a city. Everyone (except Homer) in the family tries to save Springfield, but they are captured by Russ Cargill and his men through government spies. Marge, Lisa, Maggie, and Bart are taken back to Springfield, where Russ announces that locking them all up was a big mistake, so he will launch Operation Eagles to Fly, which initially excites everyone before he reveals that he will actually kill them with a bomb.

As for Homer, after being encouraged following an epiphany, he goes by himself to save Springfield by entering the dome, although by accident he triggers the bomb's countdown early. Meanwhile, the citizens of Springfield try to escape through the top hole of the dome using a rope while Cletus distracts Russ. However, when Homer enters, he ruins the plan and Russ expresses his frustration at being fooled by an idiot.

Even so, Homer doesn't give up and with Bart's help, he gets on a motorcycle and goes all the way around the dome to remove the bomb from it. The two succeed, and the glass shatters into tiny pieces, except for one that kills Dr. Nick Rivera. A vengeful Russ approaches Bart and Homer, intending to shoot the latter (and maybe the former as well) to get revenge, but Bart distracts him with a joke about finding Irma Wiener's treasure, which causes Russ to insult himself accidentally, lowering his guard enough for Maggie to supposedly kill him with a rock to the head. After this, Russ's fate is unknown, but if he survived, he was probably fired and jailed.

Although Russ has appeared outside of the film, such as in a comic book and is briefly seen in a series opening, none of those appearances are considered canon and are quite brief.

Standard Heinous

The atrocious standard of The Simpsons is high, and at some point it was argued that Russ is not atrocious enough, which keeps him as Near Pure Evil, and there was consideration of downgrading him to Villainous Benchmark. But he actually does stand out.

He fails to Sideshow Bob?

As a high-ranking government agent and leader of the EPA, he has several resources, ranging from authority, men at his disposal, the dome, and the bomb. Although Sideshow Bob also tried to blow up Springfield with a bomb to threaten the town into giving up TV, having even fewer resources. But Russ manages to distinguish himself from him by keeping an entire city captive for months, which clearly drove them crazy, with riots from trying to break the glass, and over time the city's resources ran out, causing electricity to fail, and at one point Dr. Hibbert mentions that there are lives in danger at the hospital due to the hospital's generator failing.

This adds extra cruelty, with obvious damage leaving the city in ruins due to lack of resources. Let’s not forget that he also killed a man who panicked, being crushed by the dome.

He fails to Lyle Lanley?

Has been argued that Lynley Lanley fails, as he has fewer resources and destroys three towns by selling defective monorails, causing ruin and death, in addition to attempting to do the same to Springfield. This gives Lanley a higher count of successful deaths than Russ (who only has one indirectly). Even so, Russ stands out because he tried to kill thousands of people (the total population of Springfield) with a bomb and with the added cruelty of keeping them locked up in poor conditions that drove many to madness for months. This makes Russ stand out as Pure Evil and not fall short of Lanley. The latter still stands out for his resources, but I also think Russ can be counted as Pure Evil.

He fails to Mr. Burns?

No, although Burns goes beyond the atrocious standard for his unique crime of making Homer get raped by a panda, in addition to hunting several animals and ruining a large part of Homer's life, as well as trying to cover the sun, Russ still stands out for his high number of attempted murders across all of Springfield and for locking people up for months. Burns, although he does horrible things and one especially unique act, I think Russ still manages to surpass him.

Possible Mitigating Factors

None, he is not an extremist as was said in the warnings of Near Pure Evil. In fact, I find it surprising that there was a warning. Although he apparently fulfills his job of protecting the environment and locks up Springfield to prevent pollution from spreading, he ultimately subverts this redeeming quality by going mad with power, manipulating the president, and planning to destroy Springfield to turn it into a tourist attraction, showing that he is just a greedy power-hungry person and any extremist intention he may have had has been subverted.

Is Silly?

Although he is taken a bit more seriously than other villains in the series (with everyone horrified and preparing to die after Russ decided to blow up the city, and no one taking the lockdown as a joke), he is quite comedic within the narrative, which almost led to him being classified as Near Pure Evil. He has several comic moments, such as him saying they need to watch him because he is a man on a giant TV, comparing the residents of Springfield to carrots since he says rats aren't as easy to catch as they are, throwing minuscule objects before they hit him when crashing into the dome, suggesting they put an army of tough men with weak men to make them look tougher, being tricked by Cletus and expressing frustration about it, being tricked by Bart into insulting himself saying "wiener", and finally, his defeat, supposedly being killed by Maggie, a baby.

He is considered so comical that if it weren't for the Silly candidates, he would have been cut as Near Pure Evil.
