Now that I caught up with Godzilla Island I can propose her now.
What’s The Work?
Godzilla Island is a toy show that is known for using figures that feature the Kaiju and introducing unique variants of existing Kaiju. It feature G-Guard CaptainBeisuke Jinguj, last Torendeiruian Torema and a robot orb named Lucas in helping the Kaiju and defend the Island against the Xllens Zagreth and later Randeath under the control of the Giant Dark Emperor. It was limited to Japan until Toho officially brought it to English audiences on their YouTube channel in the 2020's.
Who Is She?
Zagreth is a female Xllen that first appear in the toy show Godzilla Island serving as the main antagonist for most of the show. She is sent by the evil Giant Dark Emperor to conquer the universe. She is sworn enemy of Torema serving as the main antagonist for most of the show until she got fired twice and got sent packing away before another Xllen Randeath took her place.
Zagreth attempt to take over or destroy Godzilla Island with many schemes involving monsters, advanced devices or allies she come across.
What Has She Done?
She has many attempted schemes to take over and/or destroy Godzilla Island throughout the show as her worst action is she destroyed Torema's home planet Torendeiru and make her the last of her kind and while the destruction was offscreen the attack on the planet was shown in a flashback so it saves it from being offscreen villainy.
In the flashback was shown Zagreth made the peaceful Kaiju go berserk including one Torema befriended and all the Kaiju in the series are sapient as human/humaniod characters are able to speak via special powers, teaching and/or translation device so it make her worth.
She also created an artificial Sun to fry everyone on Godzilla Island alive slowly and painfull. She brainwashed Beisuke Jinguj to enslave the inhabitants of Godzilla Island with collars that torture them the more they resist and the worst part is all the kaiju are sapient since every humanoid character of Godzilla Island know the kaiju are sapient including Zagreth but not only she doesn't care but took sadistic pleasure in it.
This made the Kaiju nearly lost trust in the G-Guard Commander.
She also attempted to blow up her own ship to destroy Godzilla Island not caring if she die in the process.
When she returned near the end of the series, she attacks Godzilla Island with Hyper Mecha-King Ghidorah freezing Godzilla and threatening to shatter him if G-Guard didn’t surrender if not for Torema's intervention.
She would attempt to take the warp gate for herself and try to destroy the heroes before being sucked in a warp gate played for satisfaction.
Heinous Standards?
She easily sets up the heinous standards of the TV series with her actions as she can’t be compared to to the Giant Dark Emperor who has more resources than her and Randeth fails the heinous standards to her meaning she clears.
What Makes Her Silly?
She has many comedic moments where she is played for laughs such as putting make up for middle of battle or many incompetent moments of overestimating herself and underestimating the heroes.
But the heroes still treat her seriously in-universe despite it however.
Possible Preventing Factors?
While she was originally loyal to the Giant Dark Emperor, she subverts this redeeming quality when she betrayed him and she admitted she only was loyal to him for payment in the first place.
While she did ally with her successor Randeth, it mostly out of shared goals given they had cat fight earlier over control of their ship showing they do not care for each other.
