Hello again! I am back with this another double proposal, and this'll be my last one for a while. And it's from a franchise that's borderline not allowed to be proposed for obvious reasons but just hear me out:
What's the Work?
South Park: The Fractured but Whole is a 2017 role-playing video game developed by Ubisoft San Francisco and published by Ubisoft in collaboration with South Park Digital Studios. Based on the American animated sitcom South Park, it is the sequel to the 2014 video game South Park: The Stick of Truth.
NOTE: So here's the kicker, we did a lil discussion and I feel like the game has a problem with consistency. TFBW is good yes but it really isn't brought up at all in the show, showing borderline inconsistency since no one really mentions what happens, not even Kyle brings up the fact that his cousin got horribly mutated and the fact that every kid now literally has superpowers. The New Kid himself is never even referenced in the show. South Park itself kinda runs on a negative continuity and contradicts itself several times. Due to this, I think the games are more so it's SEPERATED continuity rather than to the show itself.
Who Are They? What Have They Done?

Mitchell "Mitch" Conner is the main antagonist of the game, with Sergeant Harrison Yates serving as the secondary antagonist.
Prior to the game's story, Mitch has gotten arrested for impersonating Jennifer Lopez, but would be set free by Harrison himself, Mitch would later fake his death. Mitch and Yates would then kidnap every cat in the neighborhood (which is Cartman's entire motivation and get 100 dollars) and get crime to an all-time high by putting cat urine in people's alcohol and drugs so Mitch can become the Mayor of South Park. Even before he appeared, he was responsible for literally every crime family and Professor Chaos' actions.
Now onto Yates, his first appearance was literally getting the New Kid into going to a black man's house and assaulting him before arresting him, eventually convincing the New Kid to do it again but to Tolkien's dad. It's very likely he has been doing this for a while as we'll see later on.
As the crime rate goes higher, the Police Station is essentially corrupted and racist at this point. They get high rather than actually solve crime and a police officer even tries to shoot Tolkien just for being black (and depending on the New Kid's skin color, he'll even try to shoot them too). Yates is literally responsible and plays a major part in the Police Station being so corrupted. After the New Kid defeats the Cops, Yates tries talking to him, saying that cops are just doing their jobs before a cop just tries shooting at Tupperware, Yates immediately drops this act and yells to pull the alarm. We see him once again with a cat on his desk, the missing cat. He still tries to talk down his actions before the rest of the kids arrive at the office. Due to this. Yates would deadass open a cell and let Jared Fogle out, literally a pedophile before he left with the cat on an elevator, there's also this line
Yates: "You know, not every prisoner we have here is black. We actually have one white guy."
This line shows that Yates is just blatantly racist (as if it wasn't known from the beginning). We see him one more time at the bottom of the Police Station, basically having a cult as he fed black people to a monster whose name I can't really pronounce for obvious reasons, he still tried to justify his actions until it was clear that it wasn't working, so he got the cult to fight the New Kid and the others. During the fight, the monster would eat some of the members, which would cause it pain. Yates would then join the battle himself, showing how he is fine with child murder. He is ultimately defeated alongside the Elder God, who gets fed white people. The kids would leave the Police Station with the cat.
Thanks to this, Mitch takes advantage of the situation and deems the New Kid as a terrorist and proudly proclaims himself to help the people, knowing he's only doing to purely selfish reasons. After Mitch destroyed Dr. Timothy's franchise plan, he would kidnap both New Kid's parents and sent a message to the Freedom Pals, holding the parents hostage and assaulting them while making New Kid do a bunch of his dirty work. During one of these, he would tell Natalie that he would destroy her patio if he didn't take a picture with New Kid, and sent New Kids to a death trap with the Ninjas.
In Dr. Mephesto's lab, he would shut down the security grid after they found out his "little plan" before he punched Coon after he tried to warn New Kid. After Dr. Mephesto clearly states that if Mitch doesn't turn on the security grid, everyone will die, he casually states that this will be a worthy sacrifice before locking the door and freeing the Many Asses Cats to try and kill Freedom Pals. After the Freedom Pals managed to beat them, it turns out that every Sixth-Grader was freed from their chambers, making Mitch indirectly responsible for every kill they have done. When the Freedom Pals finally make it to Cartman, Mitch punches Cartman again before revealing his plan, which is to blame the mayor for the shit that is happening, run for mayor, clone New Kid into a genetic mutant and make everyday Christmas. After he was done saying his plan, he would immediately leave via transport in the console. As we see later on, the New Kid has to choose between his mom or dad to kill so he can move on, this will also make Mitch indirectly responsible for New Kid having to kill one of his parents. In the end, he tried to clone New Kid by using genetic mutation and mixing his DNA, he failed to do so, so he would be forced to do it to another, which was Cousin Kyle, basically being forced to fight Freedom Pals, which included Human Kite, which is HIS cousin.
After they are done because New Kid blasted a massive fart to him, they would accidentally push it a whole week later, giving Mitch a MASSIVE advantage and actually winning, becoming the Mayor of South Park. Due to this, New Kid would get a call from Morgan Freeman so he can help with a burrito that can time travel. New Kid messes it up by not believing in themselves and goes to the future where Cartman is already mayor, and the entire town is in shambles. Mitch also got in hand with the Woodland Critters and told them to kill the New Kid and would get a prize if they do so, showing how far he would go even after winning. When they go back in time, Mitch decided to go back to New Kid's origins by hitting them in the solar plexus. He does last ditch effort to be Mayor before all his plans got revealed by New Kid, showing how far his goals are.
Heinous Standard
The games has a high heinous standard honestly. There's a mafia gang, assassin ninjas, Crab People, the entire police station and Jared Fogle. Stick of Truth is canon to this game in a way so there's also Clyde who basically ruled an army of Nazi zombies and the Big Bad Government Guy, who he himself was hunting down New Kid simply because he was getting a lot of followers. So, how does Mitch stand out? Well, not only does he pass it, he SETS it. Mitch is essentially behind almost every crime in TFBW solely to be Mayor of South Park and make every day Christmas, meaning he is responsible for almost every action in the game. Yates himself stands out as he played a major part in the corruption of the police and essentially feeding black people to the Elder God, and he arguably has the highest kill count because of it since it's likely he's been doing this for a while.
Mitigating Factors?
None for both of them. While Yates does act accordingly with everyone else in the police station, there isn't any indication if he genuinely cares about them, as he only gets shocked that the Elder God gets fed the cops rather than actually show shock at them dying, also this version just doesn't bring up his wife at all. Now Mitch is a tough one because he's literally just Cartman's hand as a puppet, hence he probably isn't even real, but after literally digging through a LOT of shit, I say he's an actual person rather than just Cartman's hand, since there are small occasions that he is his own thing, evident when Mysterion forced Cartman to show his left hand and it has Connor. Besides that, he doesn't show care for anyone and his "tragedy" is just too laughable to even be considered tragic, as he got possibly hundreds of people killed because his mom and dad had sex.
Are They Silly?
Dude, it's South Park, it's everything silly. Even separating it from the show, this game is filled to the brim with crude humor with some actually heartfelt moments in between, and Mitch and Yates are absolutely no exception. Mitch's entire plan and goal is played for laughs, as the sheer fact that he just wants to be Mayor so he can make everyday Christmas, with his backstory even played with comedy. Yates also has comedic moments that are played for dark comedy, just as his goal to catch black people and feed them to an Elder God, almost everything he does is played for black comedy.
While South Park is what it is, both of their goals and deeds are surprisingly taken seriously by the other characters. Yates' actions of taking and feeding black people to an Elder God is genuinely taken seriously by the other characters, where as Mitch is too mostly because they actually saw how severe the effect is.
Final Verdict?
Weak yes to Mitch Conner and an easy yes to Harrison Yates, but ultimately is down to what you guys think.
