Takayuki Kujou is a major antagonist in the 2020 role-playing game Genshin Impact, serving as the main antagonist of the Inazuma Archon Quests, He is the corrupt Tenryou Commissioner of the Shogunate and the head of the Kujou Clan until the end of Omnipresence Over Mortals who forged an alliance with the Fatui who plan to subjugate the Nation of Eternity and form a black market for Delusions.

He was voiced by June Yoon in the English version.

What Makes Him Pure Evil?[]

  • Abuses Sara Kujou and doesn’t care for her or his biological children. He even raises her to be loyal to the Shogun, yet only praises her usage of force.
    • He once scolded a few soldiers playing with Sara for “pointless fratenizing”, proving that he emotionally neglects her.
  • While he killed Takatsukasa Isamu for trying to blackmail Shioyama for the poison he made so that he could kill him, before framing Ryuji much later, this was done so that he could maintain a good publicity, as proven by having Sara sign all the convictions in place of Shioyama, leading to Ryuji being involved in a lawsuit with the Tenryou Commission.
  • When he went to investigate on the Tatarigami victims in Higi Village, he orders his soldiers to load them on their ships and dump them overboard while pinning the blame on the Watatsumi resistance.
  • Sent Gongozaemon and Yamada to an expedition simply to prove that his son Masahito overstated the Tatarigami's effects out of pure disregard for the damage it caused while threatening to kill all the villagers for assisting "traitors" if Yamada doesn't return in half an hour. They all would eventually get sacrificed by Washizu.
    • He believed that Masahito was making excuses for his own incompetence when he voiced his concerns about the Tatarigami, and threatened to have him demoted in favor of Sara Kujou. This would later come to bite him in the back when his very own creation using the Tatarigami's power, the Mikage Furnace, had a meltdown as the entire cavern had to be shut off due to the radioactive waste.
  • Solicited 40% of the Fire-Soothing Festival Committee proceeds even though the Grand Narukami Shrine had their sole involvement in creating and organizing said association.
  • He never truly cares for the Raiden Shogun as he only supports the Raiden Shogun out of her judgement, especially the Musou no Hitotachi, but not as a person out of cowardice for his act of backstabbing and manipulating her to pass on the Vision Hunt and Sakoku Decrees.
  • A year before the events of the game, he forged a collusion with the Fatui so that they could cause chaos in the Nation of Eternity in exchange for maintaining power, to help them escalate the growing animosity between the Sangonomiya clan and the Shogunate which were already at war due to the Raiden Shogun having killed their resident deity, Orobashi.
  • After allying himself with the Fatui, he infamously accepted their offer to create a black market for Delusions in Inazuma by passing on a Vision Hunt Decree to encourage more people to use Delusions and the Sakoku Decree to monopolize the Delusions' supply chain in an attempt to take over Inazuma. This would eventually lead to a civil war in Inazuma on a massive scale, damaging his nation's economy in the long term. Not helping matters is that he manipulated Ei and the Shogun to ratify said decrees on the pretense that he was completely innocent.
    • The Watatsumi Army, who were already opposing the Shogun for her action of killing their resident deity, Orobaxi, had their conflict against them worsened for a couple of months due to the enforcing of the Vision Hunt Decree, leading to the Fatui, who were profiting of both sides of the conflict, tricking them in supplying Delusions to them, which led to the death of an arrogant and power-hungry soldier named Teppei, whose death led the Traveler to avenge him by going off to the Delusion Factory by himself.
    • Kaedehara Kazuha was branded a fugitive for refusing to submit his friend's Vision to the Shogun after his friend was executed for losing the duel against Sara Kujou before the throne with the intention of telling the Shogun to rescind the Vision Hunt Decree, which would be accomplished by the Traveler, Ei's close friend Yae Miko and the Yashiro Commission, who were belligerents since the conflict begun.
    • And since Visions are a physical manifestation of a person's ambition, having the Visions removed from their users would definitely result in their ambitions being completely stripped, and Takayuki Kujou is most likely aware of said fact, since he didn't remove his allies' Visions so that they could continue to support his ambitions of enforcing the decree until every last Vision from the populace is obtained.
    • Also, said conflict has gone to the point where Sara Kujou even ordered the Shogunate prison guards to stop torturing Master Masakatsu, who was apprehended for distributing fake Visions, as her first act of questioning the decree.
  • When Sara confronted him about his treasonous behavior towards the Shogun, even Paimon, who is a poor judge of character for considering Enjou as "Pure Evil" even though he's far from that, called him out for his lack of true loyalty towards the Shogun, and for his huge ego as he tried to preach the values of loyalty to cover up his own narcissism.
  • After his arrest, his villainous acts continue to plague the Tri-Commission, as his actions led to the Kujou Clan being vulnerable enough to have their head, Kujou Kamaji, kidnapped by Takatsukasa Isamu who wanted to take over the Tenryou Commission, only for his defeat thanks to Raiden Ei who gave the Kujou clan a second chance at ruling. Also, his and Shinsuke's arrest for their conspiracy had led to a man named Matsuura to arrange a marriage between them to take over the Kanjou and Tenryou Commissions, and his manipulation of the Raiden Shogun had led to her rebelling against her creator Ei, leading to a 500-year fight for control.
    • Even Shikanoin Heizou, whom Takayuki had sent to Watatsumi Island for a reconnaissance mission against the Resistance, had abandoned him out of disgust mainly towards his treachery.
  • Overall, Takayuki stands out amidst Genshin's Heinous Standard for his unique crime of denying the harm caused by the Tatarigami while even threatening to kill all the villagers in Higi Village for assisting "traitors" simply because Gogonzaemon didn't report back to him and trying to kill all the Tatarigami-infected villagers by dumping them into the sea to drown by sinking the vessels they were placed on whilst blaming it on the Watatsumi rebels.
