It occurs to me that I've not yet received the full definition of an apology. I feel like I've gotten some transgressional acknowledgment, the guns certainly cover restitution. Simon is a major antagonist in the AMC television series The Walking Dead. He was a high-ranking member of the Saviors and the right-hand man of their tyrannical founder, Negan. In Season 8, he temporarily acts as the de-facto leader of the Saviors after briefly usurping Negan's position.

He is portrayed by Steven Ogg.

What Makes Him Pure Evil?[]

  • Even before the apocalypse, he was a mortgage broker who scammed unsuspecting customers out of their money.
    • He even justifies doing bad things to people even though he knows it's wrong, which shows he wasn't any better even before the outbreak.
  • Simon is first seen beating the tar out of a lone survivor fleeing from Simon's squad of Saviors through the woods.
    • While hunting down Rick's group through intense psychological warfare, Simon has the man hanged from a chain in front of them. The survivor Simon beat up and lynched was part of a small community of people holding up in a library who have since been wiped out by Simon.
  • He tricked Rick's group into a trap where he brought them directly into Negan. In there, Negan killed Abraham and Glenn in front of the rest of Rick's group.
  • Personally extorts supplies from the Hilltop, regularly taking pleasure in scaring the Hilltop's cowardly leader Gregory and brings Doctor Harlan Carson to the Sanctuary against his will after callously informing Harlan that his brother Emmett, the doctor at the Sanctuary, was murdered by Negan.
    • Additionally, Simon puts the lives of everyone at the Hilltop at risk by luring a horde of walkers inside the walled community. He did this solely to remind Gregory of the threat the walkers pose, making a false promise that he'll keep the community "safe" from them in exchange for the Hilltop's belongings.
      • While hunting down the recently escaped Daryl Dixon, Simon has his men ransack Alexandria just because he can.
  • In stark contrast to his boss, Simon deliberately favors mass murder as the only solution to deal with other communities.
    • On at least two occasions, Simon suggests killing all of the rebels and hoarding their supplies instead of continuing to subjugate them, much to Negan's annoyance, who only vows to deal with the communities under his thumb by scaring them straight via executing one or two people in front of them as a punishment instead of whipping them all out.
      • When Simon is sent to deal with the Maggie Rhee and the people of Hilltop, it is (in hindsight) heavily implied that Simon is trying his best to restrain himself from massacring the Hilltoppers on the spot after shooting one of the Hilltop citizen in the head on a whim at Negan's behest.
    • In the episode "How It's Gotta Be", Simon and a group of Saviors cut off Maggie and the Hilltop members after escaping the sanctuary. It is revealed he has captured and brutally beaten Jerry (In fact, Simon beat Jerry so bad, he could barely see or stand) and is keeping him as a hostage, he explains to Maggie that Alexandria and the Kingdom are going to be taken over by the Saviors but Hilltop will be allowed to keep producing for them as long as she surrenders.
      • He then explains he will need to kill one of her people and immediately shoots Neil, killing him as a horrified Maggie breaks down in tears.
        • Simon then orders Gary to shoot Jerry to which Maggie agrees to his terms with the request that she is allowed to take the coffin to the Hilltop to bury Neil in. Simon grants her request and leaves.
  • When Negan orders Simon to punish Jadis and the Scavengers at the junkyard for betraying the Saviors, Simon goes against Negan's orders and, instead of killing one of them to "save" the rest, he has his men slaughter the entire community while Jadis is forced to watch her people die.
    • Ultimately betraying Negan's philosophy purely out of spite for not getting what he wanted, Simon watches his men gun down the Scavengers with a sadistic smile.
  • When Negan decides to lead a raid on the Hilltop, Simon sabotages the raid by intentionally letting Rick ram Negan's car out the Saviors' convoy.
    • LSimon did this in hopes that Rick would chase Negan down and kill him. He subsequently uses this as an opportunity to presume Negan dead and rallies the Saviors under his command, usurping Negan as the de facto leader of the Saviors.
  • In full control of the Saviors, Simon travels to the Hilltop with every intention of slaughtering everyone there (which includes the Hilltoppers and the entire population of Alexandria and the Kingdom).
    • Prior to this, Negan's original plan was to cover their melee weapons and arrows in walker guts and to simply infect a few of the survivors up there as an intimidation tactic in hopes that they surrender. Simon disregards most of the original plan and convinces the Saviors to kill all of the rebels out of revenge for Negan's "death":
    • Having imprisoned the population of Simon's outpost and using them as hostages, Maggie threatens to execute them in an effort to make Simon surrender. Simon instead disregards his own men as "damaged goods", saying that they can die for all he cares due to their own weakness.
      • As soon as the battle begins, Simon has his men fire on his own imprisoned Saviors with arrows covered in the walker guts, ensuring that they will die from infection and reanimate.
        • As a result, Simon's complete and utter disregard for his own people makes his one redeeming quality (looking out for the Saviors' survival) completely hollow, proving that Simon not only betrayed Negan because he perceived his methods as being weak, but also that he took over the Saviors to gain power.
    • When Simon attacks the Hilltop, a significant portion of the Militia are unknowingly infected with Simon's walker gut-coated weaponry.
      • Although Simon loses the battle and flees back to the Sanctuary, many wounded members of the Militia reanimate as walkers and start infecting and/or devouring many survivors in the Hilltop while their guard is down, resulting in countless deaths due to Simon's actions.
  • During a council meeting in the Sanctuary, it is revealed that Simon orchestrated the Oceanside massacre, not Negan.
    • When the original population of Oceanside refused to pay tribute to the Saviors, Simon rounded up all males above the age of ten and executed every single one of them as a punishment for disloyalty (all of this was once again done against Negan's orders).
      • This event emotionally scarred the female survivors to the point that they fled to Oceanside to escape the Saviors' wrath, employing an isolationist philosophy out of fear that they could be pointlessly slaughtered by any outsiders at any moment due to Simon's actions.
        • Even Negan was disgusted with Simon's actions, and all of this proves that Simon was an abhorrent monster even before crossing paths with Rick and his group.
  • In the episode "Worth", Gregory angrily states to Simon that he refuses to be sent away just for giving Simon lousy intel on Hilltop. Right after Gregory' is finished talking, Simon suddenly grabs Gregory's wrist and slams him to the ground, which busted the inside of Gregory's mouth open. Simon then reveals that he originally intended on killing Gregory, rather than send him away.
    • Instead of treating to Gregory's injury, Simon blatantly asks him "Do you make coffee?". Gregory, clearly frightened, replies with "Best in the land." with a smile, in attempt to keep Simon calm.
  • Although Negan seemingly forgives Simon for going against his orders as part of a mock execution, Simon immediately plots to assassinate Negan with Gary, Dwight, Gregory and a select group of disloyal Saviors.
    • However, his coup d'état is quickly put down when Dwight rats Simon out to Negan. Just before Negan kills Simon, he regretfully vows to kill Rick and all of his allies in a fit of rage, feeling that Simon ruined any kind of opportunity for the Saviors to peacefully end the war due to his reckless depravity.
  • After the Saviors surrender and make peace with Rick, Oceanside simply could not forgive the Saviors for Simon's actions, even after his death at the hands of Negan.
    • Seeking revenge, they murder Justin and Arat, two Saviors who participated in Simon's massacre, making Simon posthumously responsible for some of the events occurring in the first half of Season 9 (namely Jed's uprising).
  • While in a flashback in Dead City, Simon shows disgust at Croat torturing a teenager, this is complete hypocrisy as he will later go on to murder Oceanside children, and was only doing so to be on Negan’s good side.
  • While his death is brutal getting beaten and humiliated by Negan during a usurpation attempt for leadership of the saviors and getting choked to death it is not played for sympathy and Simon indeed deserved it for his heinous and sadistic actions as well as being a traitor to Negan.
  • Despite having comedic moments such as his infamous “bullshit” quote to Jadis and the scavengers before the Scavengers massacre, bullying the Hilltop leader Gregory and doing a cheap shot to Negan during the duel moments before his death, they don’t detract from his villainy or make him less heinous. In fact they just show how chaotic and unpredictable he is.
  • Unlike most other villains on the show (examples being the Governor who clearly loved his daughter very much, and Gareth whose family was brutally subjugated by a group of violent rapists), Simon doesn't have any tragic elements to make him sympathetic. He's just evil for the sake of being evil, and he doesn't really care about anyone but himself.

Trivia[]

  • He has the highest direct body count of any villain on the show and the second overall highest, possessing an even larger body count than the Governor. He is only beaten by Negan himself with over 60 direct kills and 204 caused or indirect kills.
  • He and The Crazed Man from Terminus are the only two characters from the Walking Dead TV Universe to be approved Pure Evil.
    • Ironically, both of them are original characters created exclusively for the TV series.
