Seishiro Munakata is one of the overarching antagonists of the Yakuza Saga in SEGA's Like a Dragon franchise. He is one of the overarching antagonists (alongside Sohei Dojima) of Yakuza (and its remake Yakuza Kiwami) and the main antagonist and final boss of Yakuza 4.

He is the corrupt deputy commissioner of the Tokyo Metropolitan Police Department who is the mastermind behind a conspiracy that has gone on for 20 years, including being the reason that Kyohei Jingu stole the 10 billion yen from the Tojo Clan as the money was meant to be for Okinawa Penitentiary No. 2, one of the illegal prisons that Munakata built to hold convicted yakuza members, in order to bribe them into committing crimes for the police to solve so that they can look good whilst also intending to dispose of them. He is also the archenemy of Masayoshi Tanimura, for being the one responsible for his adoptive father's death.

He is voiced by and modeled after Kin'ya Kitaōji.

What Makes Him Pure Evil?[]

Background[]

  • When Isao Katsuragi stages a massacre of the Ueno Seiwa Clan and frames Taiga Saejima for it, and has his oath brother Junji Sugiuchi write a fake report that supports the idea that Saejima was a killer, Munakata manages to figure out that Katsuragi was behind all of it, and blackmailed Sugiuchi into letting him meet Katsuragi in exchange for allowing to file the report as written. This leads to him making Katsuragi, alongside Sugiuchi, into his pawns.
  • When detective Taigi Tanimura finds out the truth about the Ueno Seiwa hit, Munakata has Sugiuchi murder him. This leads to his adoprive son Masayoshi becoming a cop to find out the truth about his father's murder.
  • Munakata has a Tokyo policeman named Hiroaki Arai infiltrate the Tojo Clan and act as his spy from within.
  • He used his money to built several illegal prisons to house convicted yakuza members, including Okinawa Penitentiary No. 2, where Saejima is transferred to. The yakuza are bribed into staging crimes so the police can solve them and be seen as heroes, as well as ending up being discarded of, including having a sadistic prison guard known as Saito brutally beating them up until they die.
  • It is revaled that the 10 billion yen that Kyohei Jingu stole in the first game was meant to go to Penitentiary No. 2, indirectly making Munakata responsible for many of the events in that game.

Yakuza 4[]

  • After Sugiuchi tells Masayoshi Tanimura the truth behind the Ueno Seiwa hit, and that Munakata is conspiring with him and Katsuragi, Munakata has Sugiuchi shot dead by an assassin.
  • Munakata also orders Satoshi Hisai, another policeman, to murder Zhao, the owner of a Chinese restaraunt where Tanimura resides, and his daughter Mei Hua, though Hisai does not go through with this and instead takes his own life to spare them.
  • He decides to conspire with Daigo Dojima, the chairman of the Tojo Clan, offering to provide him with security for the Tojo Clan by giving him the funds to do so, as well as eradicating the Ueno Seiwa Clan, in exchange for selling Goro Majima to the police and promoting Arai to be the Tojo Clan's captain.
  • When Katsuragi is making a deal with Kazuma Kiryu to give him the 100 billion yen that Takeshi Kido, Arai's oath brother and right hand man, stole from Shun Akiyama's Sky Finance, as well as releasing Saejima and his sister Yasuko, in exchange for a file that Goh Hamazaki stole from Penitentiary No. 2 and gave to Kiryu that contains proof of Munakata's corruption, including proof of the funding towards the illegal prisons, Munakata sends Arai to take the file and retrieve the 100 billion yen, though he fails to do the latter.
  • In order to convince Kiryu to give them the 100 billion yen, Munakata tells Arai to take hostage the kids Kiryu was raising at Morning Glory Orphanage, using a gun to do so. This disgusts Arai enough to betray and shoot Munakata, though Munakata expected this and had already replaced the bullets in the gun that Arai used with rubber ones, allowing him to survive.
  • When Tanimura fights him at the top of the Millenium Tower, Munakata has the various police offers that were by his side fight and attempt to kill Tanimura.
  • When Akiyama calls Kiryu's detective friend Makoto Date to spread copies of a newspaper he wrote that exposes Munakata's crimes across the city of Kamurocho, Munakata's response is to shoot Akiyama, though Akiyama is saved by a convenient stack of cash hidden inside of his suit.
  • Realizing that his conspiracy has reached its end, Munakata decides to shoot himself to avoid punishment.
