Savanti Romero is a minor antagonist in the 2003 version of Teenage Mutant Ninja Turtles, serving as the main antagonist of the episodes "Time Travails" and the "Return of Savanti Romero" two-parter.

He was the apprentice of Lord Simultaneous, lord and master of time and space. Romero tried to steal the scepter but Simultaneous turns him into a monster and banishes him to medievial times as a consequence of said act.

He was voiced by David Zen Mansley.

What Makes Him Pure Evil?

• He was an evil and selfish sorcerer long before being turned into a monster. It's also worth pointing out that he was only turned into a monster as a consequence for his actions.
• Planned to steal the Time Scepter and kill Lord Simultaneous to rewrite the universe into his image.
• Sadistically tortured his pet, who also happened to be Drako in disguise.
• Enslaved dinosaurs to use them for his plans to kill Renet and the Turtles.
• Killed dozens of dinosaurs to harvest their fresh bones to create his doomsday structure.
• Planned to drain Renet's life energy to power a device to make the comet that killed the dinosaurs and transformed the Earth to evolve to miss completely and in turn, destroy the entire timeline so that humanity would've never existed in the new one he will rule over as God and in turn, no Turtles to stop him.
• While there are villains in the series that did worse than him like Ch'rell, he has more resources than him as he has various alien technology at his disposal.

• He is one of the two Pure Evil incarnation of Savanti Romero, along with the original comic version.
