Nomura is the overarching antagonist of the Higurashi: When They Cry visual novel series, anime adaptations, and manga. She is either the creator of the shadowy group Tokyo, or one of its active agents and is the one indirectly responsible for Miyo Takano's actions in the series.
She is voiced by Rie Tanaka. She is voiced by Amber Lee Connors in the English Dub in Higurashi: When They Cry-Gou
What Makes Her Pure Evil?[]
- She finances Takano's research into the Hinamizawa Syndrome so that she could use it as a bioweapon to make Japan into the next superpower.
- By getting the Prime Minister of Japan to sign Emergency Manual 34, she is hoping to cause a schism within the organization leading to the collapse of different factions.
- While Takano is the one who enacts the Great Hinamizawa Disaster, Nomura is the one who provides the backing and resources to make it happen. She would then create a story regarding "volcanic gas" to handwave the destruction of the village.
- Once Takano is defeated, Nomura tries to have Takano kill herself to sever any loose ends before escaping justice.
- In one of the OVAs where she learns about brain parasites that resided within 99.9% of the world's population, an experimental copy of the parasites are accidentally leaked into Hinamizawa. She then forces the prefectural governor to quarantine the village so she could see how the virus effects the villagers, uncaring of the fact they would be driven homicidally insane.
- She ultimately provided funding for further researching into the Hinamizawa Syndrome so she could use the virus to manufacture a bioweapon that would make Japan into a superpower.
