Colonel Nicholas Wong is one of the two main antagonists (alongside Desmond Rutaganda) of the 2015 anime film, Psycho-Pass: The Movie, which is a part of the Psycho-Pass franchise.
Introduced as just a dedicated follower of the Sibyl System and wanting to ensure security on the Southeast Asian Union, as the film progresses, it is revealed Wong is not what he seems and is actually a latent criminal who abused his powers to cover up his crimes and become Sibyl's puppet king in SEAUn, having arranged for the assassination of his former superior, Chairman Chuang Han. He is also the employer paying Desmond Rutaganda to crush the rebellion.
He was voiced by Hiroshi Kamiya in Japanse, and by Jason Liebrecht in the English dub.
What Makes Him Pure Evil?[]
- While claiming to bring security and order to his war-torn country by enforcing Sibyl's judgement, Colonel Wong is ultimately revealed to just be a power-hungry hypocrite who while decimating freedom within the Southeast Asian Union, has hacked into the Sibyl System's scanners to hide the fact that he is a latent criminal just so he can be free to commit as many crimes as he pleases to secure his power.
- When Chairman Han refused to be Sibyl's puppet ruler, Colonel Wong had hires Desmond to assassinate him and replace him with a decoy to ensure Sibyl rules SEAUn with him as their emissary bringing it to heel.
- Has countless innocent civilians who oppose his rule and rebels executed and hangs them all across the nation to keep the people in fear and make them know their place, either through his military or by hiring Desmond.
- Builds Shambala Float and markets it as a paradise, and for people whose crime coefficients aren't low, Wong bars them entry despite Shambala Float being the only safe place in SEAUn, forcing them to be in unsafe conditions of war and poverty. Just requesting entry to Shambala Float for the sake of refuge is enough for Wong's men to massacre entire crowds as a warning.
- Within Shambala Float, people with high crime coefficients are discriminated against, forced to be the lower class and live in poverty while forcing them to wear collars that will stun or kill them in stressful situations when their crime coefficients become too high. The worst part is that Wong is revealed to have been a latent criminal, having hacked into the Sibyl System's scanners for them to be blind to his crimes.
- Makes a deal with Inspector Akane Tsunemori's maid, Yeo, to be a spy and drug her food, in exchange for removing her brother's collar. When Yeo does her job, Colonel Wong mocks her for being too trusting and shoots her, taunting Akane on how due to his hacking, Sibyl wouldn't notice this and consider this a crime.
- Attempts to have Akane and Kogami executed and frame it as a terrorist attack.
