Mitsuru Kuroiwa, also known as the Mole, is one of the two main antagonists (alongside Yoji Shono) and the final boss of Judgment, a spin-off of the Like a Dragon franchise.

He is a detective working for the Tokyo Metropolitan Police Department's Organized Crime Division, who secretly works as an assassin for those involved in the AD-9 conspiracy.

He is voiced by Shosuke Tanihara in Japanese and by Matthew Mercer in the English dub, who also voices Ganondorf in The Legend of Zelda: Tears of the Kingdom, and Kirby in There Will Be Brawl.

What Makes Him Pure Evil?[]

  • Before the game's events, according to a rumor heard by shady cop Kazuya Ayabe, his mentor committed suicide due to someone on the police ratting him out for having ties to the yakuza. This causes Kuroiwa to kill the snitch and frame their death as a suicide.
    • While this could be seen as Kuroiwa caring for his mentor, Kuroiwa never mentions him and goes on to be connected with the yakuza, making his possible care too vague to be considered a redeeming factor.
  • He meets Matsugane Family caotain Kyohei Hamura and becomes a hitman for him. He would go on to have Toru Hashiki, vice director of the ADDC (Advanced Drug Development Center), badly injured to the point he died shortly after, since he was planning to expose the truth behind AD-9, a new drug said to be the cure for Alzheimer's which actually is lethal for humans, as ordered to by AD-9's lead developer, Yoji Shono.
  • Through a middleman named Ishimatsu, Kuroiwa was tasked by Yoji Shono and Kaoru Ichinose, the Vice Minister of Health, to kidnap various members of the Kyorei Clan for them to use as guinea pigs in Shono's AD-9 experiments, of which three were kidnapped by Kuroiwa, leading them to be killed and have their eyes gouged out due to the experiments causing the subjects' eyes to turn blue, which would be a clear sign of human experimentation.
  • Kuroiwa arrests Hamura for the death of the three Kyorei Clan members, since there were evidence pointing to him being behind the murders.
  • As requested to by Ichinose, he murders lawyer Masamichi Shintani after Hamura told him to look into Shono after the latter was arrested, whilst using Ayabe's gun to do so to frame him, while carving out Shintani's eyes in a similar manner to the AD-9 test subjects for good measure.
  • Throughout the game, before being revealed to be the Mole, Kuroiwa constantly serves as an annoyance to the protagonist Takayuki Yagami, such as threatening to arrest him and accusing him of Shintani's murder.
  • Later in the game Kuroiwa shows up at the Cabaret Honmauren after Hamura is captured by Yagami and taken there and as the Matsugane Family are burning the building down. Kuroiwa attempts to shoot and kill Hamura, but his family's patriach Mitsugu Matsugane instead. When he is attacked by various Matsugane family thugs, he shoots several of them before escaping. Because Hamura saw Matsugane as a father figure, this greatly upsets him and so he decides to turn against the AD-9 conspiracy, revealing to Yagami the Mole's true identity.
  • He kidnaps the Kyorei Clan captain Satoshi Shioya and takes him to Shono to be experimented on, before dumping his dead body back in Kamurocho with his eyes removed.
  • When ADDC director Ryusuke Kido was kidnapped by Yagami's allies and held captive at the arcade Charles by Masaharu Kaito and Toru Higashi, Kuroiwa arrives and uses his blackjack to beat the two of them to a pulp, allowing Kido to escape.
  • When Kuroiwa goes to L'Amant, an underground casino that Ayabe frequently visited before his false arrest, in order to help Kunihiko Morita, a prosecutor that is part of the AD-9 collusion, he finds Yagami and decides to fight with him, and partway through the battle he picks up a corkscrew and attempts to gouge out Yagami's eyes. After the fight he points his gun at Yagami and threatens to shoot him, before he is stopped by Morita.
  • After Ichinose sends several thugs to eliminate Kuroiwa after Yagami exposes the truth behind the AD-9 and the Mole situations in court, Kuroiwa kills all three of them and goes to the ADDC and keeps Shono captive, which draws Yagami and his ally Fumiya Sugiura to him. After murdering several intruding police officers, Kuroiwa reveals to Yagami that he wants Shono to kept alive so he can finish AD-9 and release it to the public, which he believes will make them heralded all over the world as heroes, and says he is willing to collect as many test subjects as it takes to succeed, and threatens to Yagami that he will have his eyes cut out once he is killed, before his final fight with Yagami begins.
  • After he is defeated by Yagami, he makes a final attempt to kill Shono, before he is shot to death by various police officers who have arrived at the scene.
  • As Shono suffers the same grizzly fate as the other from AD-9, all Kuroiwa can do in response is sadistically smirk as he watches Shono's eyes turning blue, realising why the AD-9 had to have their eyes removed.
