Major General (later General Presidente) Mateo Suarez is a major antagonist in the 2021 film The Suicide Squad, the tenth installment of the DC Extended Universe.
He was the major general of the Corto Maltese Armed Forces and an ally to Silvio Luna and The Thinker and one of the major overseers in the development of the latter's research into something known only as Project Starfish. He later took over his former boss and friend Luna's role as General Presidente following the latter's death at the hands of Harley Quinn. Like his predecessor Suarez wanted to expand the influence of his home and force other places of the world into submission via fear.
He was portrayed by Joaquín Cosío, who also played General Medrano in Quantum of Solace.
What Makes Him Pure Evil?[]
- He and Silvio Luna had the Herrera family executed to take control of Corto Maltese.
- Acting as President Luna's general, he terrorized the country in a forced, anti-American regime and killed anyone who opposes their rule.
- Among the casualties was Sol Soria's family, which drove her into hiding and eventually forming The Resistance Fighters against Luna and Suarez.
- He killed The Thinker's staff, which enrages and disgusted him (thought, he was just personally inconvenienced as he even gets over it rather quickly too), due to their loyalty to the late Herreras.
- He burned down an entire aviary full of live lorikeets out of pure sadism, without there being any real meaning for doing so.
- After learning about Project Starfish and The Thinker's research in its development, Suarez planned to unleash Starro against other countries and endanger millions of people to make the world fall beneath Corto Maltese's rule.
- After Luna's death, in the hands of Task Force X (the Suicide Squad) member Harley Quinn, and being appointed General Presidente, he burned Luna's birds and tarnished his legacy, despite claiming that Luna was like a brother to him.
- He had Harley Quinn tortured with a taser while suspended as he interrogates her about the arrival of her fellow Task Force X teammates. He even tells a guard to cut off her fingers to "jog her memory" after she passed out.
- He leads the Corto Maltese Armed Forces to raid Jötunheim after finding out Task Force X broke in to destroy all evidence of Project Starfish.
- He orders the army to fire at squad member Bloodsport when he was dangling for his life.
- He orders the army to fire at Starro when it escaped, though this backfired since their bullets did nothing but anger the creature and it unleashed its spores to take over their bodies in response.
- Although as he felt pitifully and sadly defeated by seeing his troops killed by Starro's spores by latching onto their faces, which then in his turn horrifically killed by one of them, it doesn't make him a scapegoat as he indeed deserved it for terrorizing Corto Maltese and trying to make the entire world terrorized at its turn by destroying it.
- Although his radical anti-American rhetoric could remotely be interpreted as well-intentioned extremism and that his ultimate goal is to protect his country from American imperialism, this is clearly not the case given, as aforementioned, he executed anyone who dared to oppose his tyranny, not caring at all that it was his own people, proving that he cares for no one but himself and that his hatred for the United States is completely self-serving and just a matter of hegemony and power, not of nationalism.

- In an interview with Collider, The Suicide Squad director/writer James Gunn discussed about Mateo Suarez's Pure Evil status. He expressed his belief that compared to the Suicide Squad members, who have some goodness and aren't evil to the core, Suarez isn't a great person but pretty bad like Amanda Waller and The Thinker. Gunn even reiterated in the movie's commentary that Suarez is easily one of the nastiest characters he has ever written, even though he personally feels the Thinker to be the worse.
