Lowell Harris is the main antagonist in the Law & Order: Special Victims Unit episode "Undercover". He is a prison guard at the women Sealville Corrections Facility and a misogynistic and corrupt rapist who sexually abuses inmates. He is infamously known for sexually assaulting Olivia Benson.

He was portrayed by Johnny Messner.

What Makes Him Pure Evil?

• Supposedly because of his attraction for men and hatred for women for feeling weak for his life, he became a woman Corrections Facility guard and started sexually abusing inmates there. Lowell was also the head guard, meaning he possibly orders the regular sexual harassment of female prisoners there. He even has his own chamber in the prison where he supposedly abuses the women, proven by what one inmate says to Odafin Tutuola. He is said to have victimized at least 42 of them, repeatably or not.
• He victimized Risa Tyler repeatably, and he later strangled her to death with a bed sheet and framed it as suicide.
• Kidnapped Risa Tyler's teenage daughter, Ashley and raped and assaulted her after Risa was unable to bring him the drugs he was demanding she bring him, leaving Ashley to freeze to death in the cold.
• Manipulated Benson into thinking he genuinely wanted to help her when Odafin beat her with a baton.
• When Benson started a chant, he brought her into a cage where he tied her up, starting to unzip his pants, and kissed her when she fought back, later attempting to sodomize her orally, but was thankfully stopped by Tutuola.
• Assaulted and threw an inmate in her cell even after she proclaimed it was to consult her child.
• Later in the series, Benson gained PTSD from the assault and went through a brief therapy session. Even later in the series, Benson has a flashback to Risa Tyler, one of his victims, swearing to keep helping victims. Except William Lewis, Lowell is easily the most personal in his villainy towards Olivia.
