Kaoru Ichinose is the secondary antagonist of Judgment, a spin-off of the Yakuza/Like a Dragon video game series. He is the slimy and greedy Vice Minister of the Ministry of Health who founded the Advanced Drug Development Center. He supports Yoji Shono in his AD-9 human experiments in hopes of gaining profit from the drug once it is released to the public, as well as having enough funds to keep the Advanced Drug Development Center running.
He is voiced by Takaya Hashi in Japanese and by Kirk Thornton in the English dub.
What Makes Him Pure Evil?[]
- The reason he became the Vice Minister of Health was because he abused his powers and made the ADDC a place for former Ministry of Health executives to retire to and become Consultants, whilst still being financially stable. This predictably made Ichinose popular within the Ministry and allowed him to climb the ranks.
- At the request of ADDC scientists Yoji Shono and Ryusuke Kido, he contacts Kyohei Hamura and asks him to hire Mitsuru Kuroiwa, also known as the Mole, to murder ADDC vice director Toru Hashiki when he attempts to end development of AD-9.
- After being impressed by Kuroiwa's work, he makes a deal with him and Hamura to have various members of the Kyorei Clan, a yakuza gang, kidnapped for Shono to use in his AD-9 human tests, and then dump their dead bodies back in Kamurocho with their eyes gouged out, to hide the fact the experiments caused the subjects' eyes to turn blue, which in turn would be an obvious sign of human experimentation.
- When lawyer MasamichI Shintani decides to look into Shono by attempting to call him, Ichinose has Hamura, the one who told Shintani about Shono in the first place, call Kuroiwa and make him murder Shintani, whilst framing shady cop Kazuya Ayabe for it, in order to cover up his tracks.
- When Takayuki Yagami and Issei Hoshino go to the ADDC to find out why Shintani called Shono, Ichinose decides to file a complaint for them under Minister Kazami's name.
- He has the ADDC security attack Takayuki Yagami and his ally Fumiya Sugiura.
- During Ayabe's trial, Ichinose attempts to claim himself and the ADDC have nothing to do with Shintani's death. After Yagami brings out the truth around AD-9 and the Mole's murders, Ichinose orders Ishimatsu to have Kuroiwa be eliminated in one final attempt to clear his tracks.
- Overall, he passes the heinous standards of the series due to being the one that hired Kuroiwa to be involved in the AD-9 conspiracy in the first place, making him responsible for the various Kyorei Clan murders and knowing that Shono's test subjects will die a terrifying death and yet still helping him anyway for his own gain.
