Hoi is the secondary antagonist of the film Dragon Ball Z: Wrath of the Dragons. He is a diabolical wizard who is the last member of the Kashvar race and the archenemy of Tapion. He seeks to use Hirudegarn to destroy all life that he sees as inferior.

He was voiced by Shigeharu Matsuda and the late Tetsuo Goto in the Japanese dub and Troy Baker in the English dub.

What Makes Him Pure Evil?[]

  • Created Hirudegarn with the purpose of desolating the universe, resulting the destruction of Planet Konats, which was Tapion and Minota's home planet.
  • Released Tapion and Minota from the enchanted music box to revive Hirudegarn, which led to Minota's death at Hirudegarn's legs, which Hoi was heard laughing at.
  • Tricked the Z-Fighters in helping him release Tapion with the hopes of reviving Hirudegarn by telling them that Tapion will protect everyone once he's released.
  • Unleased Hirudegarn onto Earth, leading to a huge wave of death and destruction in Satan City.
  • Tried to steal and destroy Tapion's flute to make sure Hirudegarn wouldn't get sealed away again, even lying to Trunks that Tapion is the real villain just to gain the advantage.
  • Attempted to kill Trunks to prevent him from sacrificing Tapion in order to kill Hirudegarn, even proceeding to taunt the two that the universe belongs to him and he'll have Hirudegarn slaughter all lifeforms he sees as inferior.
  • Despite having a few comedic moments, his actions are still played seriously.
  • While the heinous standards of the Dragon Ball franchise are enormously high, Hoi manages to stand out for his lower resources, his personal villainy towards Tapion and his attempt to exterminate all life he sees as inferior using Hirudegarn. Furthermore, because the movie he appears in is non-canon, he doesn't need to compete with villains in other movies and Dragon Ball Super.
