Reichsführer Heinrich Himmler is the main antagonist in the Hearts of Iron 4 mod The New Order: Last Days of Europe. He is the leader of the Ordenstaat Burgund (Order-State of Burgundy), a de jure subject of the Greater German Reich but de facto independent state run by his SS.
He serves as a major antagonist in the overall storyline, the main antagonist of Reinhard Heydrich's storyline, the overarching antagonist of the other Germany storylines, or possibly a villainous protagonist should the player choose to play as Burgundy.
What Makes Him Pure Evil?[]
- Organizing the Holocaust, causing the deaths of somewhere around 12 million people, most of whom were innocent civilians, in exceedingly cruel ways.
- Attempting to overthrow Adolf Hitler in a coup. Even though Nazi Germany was a brutal, genocidal regime, it's clear Himmler would have been an even more bloodthirsty and tyrannical Führer than Hitler.
- Establishing the "Burgundian System." Under Himmler's rule, Burgundy enforces a system of eugenics which few people can survive, and those who can are made to live under a totalitarian system with slavelike conditions. Anyone not living up to state standards is killed. The Burgundian System is the most oppressive and dystopian ideology in the game. Some of the notable policies he implemented include:
- Implementing a crushing system of slavery on the majority of people. Slaves are worked to death and are intentionally made to be starving as to prevent revolt.
- Enforcing "Burgundian culture," which is described as a man-made system of oppression, to replace the native cultures he rules over.
- Openly having the state steal food from civilians.
- Attempting to "solve" economic problems through constant repression.
- Forcing mothers to hand in babies with "mongoloid" traits to be euthanized.
- He hypocritically doesn't live up to the Spartanist standards of his own state. For example he drinks alcohol when he would kill everyone else for doing the same.
- Sending an assassin to kill Hitler so he can frame Japan in the hopes of starting a war.
- Sending Einsatzgruppen death squads to support his preferred faction of the German Civil War, who kill supporters of the other factions.
- Working Burgundy's slave population to death, so he can both prepare for a famine and kill undesirables in one act.
- Invading the French State to take more land and expand Burgundy's population, then enslaving the people of France and Belgium to build death camps and weapons factories.
- Making it illegal to teach French in newly-conquered territories, starting a cultural genocide of the people living there that they never recover from.
- Arming all sides of the South African War so he can prolong it as long as possible, in order to drag Germany and the USA into the war.
- Having his agents push Hans Hüttig to the point of using chemical weapons in the South African War, so that the USA will join.
- Bribing King Farouk of Egypt for supplies, only to then send assassins to kill him afterwards.
- Arming various militants in the Middle East. This is meant to destabilize the area and cause an Oil Crisis (which it does) that will push the world further towards war.
- Arming both white supremacist and black nationalist groups in the USA to instigate race riots that will destabilize the country.
- Giving arms to all of the warlords in West Russia, so that the war in the region will be drawn out and Russia won't be able to reunify.
- Converting the entire city of Rouen into "Industriebezirk Rodomo," which is more or less a giant concentration camp that Burgundy uses for slave labor.
- In one event, it is noted that seeing a successful nuclear test is the first time he's smiled in years.
- Having Oswald Pohl purged simply for admitting that Burgundy had an unsolvable budget shortfall to deal with.
- If he wins: Intentionally causing a worldwide nuclear war, killing billions of innocent people and leaving rubble in it's wake. In the aftermath of the nuclear war, people from other countries were able to survive in bunkers; meaning Himmler's whole plan for nuclear war was pointless in the end.
- If he fails early: Burgundy collapses into an inter-SS civil war, in which Himmler likely commits war crimes in trying to take back power.
- If Reinhard Heydrich defeats him: Himmler has a villainous breakdown where he calls Heydrich a "White Moses" and "Jew in human skin" for having undone his plans, just before Heydrich executes him. Which his death wouldn't be played for sympathy as he completely deserved it for his horrible and unforgivable actions.
- It is unlikely that the politeness he sometimes shows to people in the SS is genuine, since he acts that way for people he secretly hates as well.
- The reason he's averse to killing people in person is because he's squeamish around blood and not because of any moral objections.
- While some other characters like Sergey Taboritsky or Josias zu Waldeck und Pyrmont have similar levels of oppression, Himmler overshadows them because his goals are global in scale while people like Taboritsky and Josias only act on a local scale. Furthermore, Himmler created the Burgundian System that those other characters are inspired by in their leadership styles.
