Governor Rodger Maxwell, aka The Governor, is the main antagonist of season 1 of the crossover fanfic All For Luz, from both the Original and Redux versions. He is the governor of Connecticut, who wishes to wipe all superpowers kids from the country, or at least his state and sets up a death game on Reality Check Summer Camp in order to kill off the superpowered kids in Gravesfield.
What Makes Him Pure Evil?[]

- Maxwell is a genocidal sadist who believes superhumans are an abomination that needs to be wiped out and planned to wipe them all out the country.
- Working with Tyler Wittebane, Rodger Maxwell kidnapped 33 superhuman children en route to Reality Check Summer Camp, one of whom being Luz Noceda, and forced them to participate in a death game, splitting them into three teams to fight against one another, planning to expand this game across his state and hopefully nationwide, while using any survivors as child soldiers.
- When seeing Luz using All For One and deeming her as a threat, Rodgers manipulated the two other teams with a promise of a billion dollars (outright threatening their families in the Redux) to attack and massacre Luz's team, hoping Luz kills them all and uses her powers to steal their abilities, before Maxwell uses a bomb to wipe out everyone.
- While arrested, his actions lead to the deaths of twenty-seven children (thirty in the Redux), and Luz's deteriorating mental state that All For One takes advantage of.
- While claiming to protect America from threats, this comes off as a thinly veiled excuse and is simply a xenophobic sadist.
Exclusive to Redux[]
- In the past, Maxwell had previous kidnapped another group of teenaged superhumans with Tyler and an otherworldly benefactor (a.k.a. Emperor Belos), leading to them all being wiped out except Jonah Smith (who becomes Tyler's assassin when they failed to kill him) and a fourteen-year-old Amy Thatcher, who he has raped and all but stated led to the birth of Arla Thatcher, who would be another victim in the current Death Camp.
- He takes ownership of Reality Check Summer Camp from Counselor Johnson Sung-Woo in exchange of sparing Masha, his child, to convert it into another Death Camp to kill the current superhumans.
- When Luz was sleeping one night in the bus, she wakes up horrified to find the normal kids and camp staff gunned down by his soldiers on Rodger's orders before being knocked, this slaughter gets aired to the news for Camila's horror.
- When Kennedy tried to confront him, a soldier fired close to the boy's feet without his boss's say-so, so in response Rodger pulls out his revolver and fires at the soldier, killing him. This shows he doesn't care about the people who work for him.
- When his former friend, Sergeant Dempsey, called him out on his inhumane plan and ended up dying trying to stop him, he just dismissed his death and replaced him.
- He watches the first killings in the Death Camp, reminiscing about the old camp and the girl he has raped, Amy Thatcher, blaming it on her clothes, despite finding creepy teenagers being "fishy" to the point he forbidden it, and Tyler trying to marry his daughter Julia to an older man. This just shows his hypocrisy on what would be a redeeming quality.
- When Tyler and his benefactor, Belos, demanded him to carpet bomb the camp, he instead decided to kidnap the families of the kids, informing the two teams opposing Luz's to slaughter them, with Luz being their main target. This order leads to the event known as "The Massacre of Fools", where Luz slaughtered everyone after the murders of her entire team and steals their Quirks with All For One, before she, a resurrected Julia, and Emilia were saved by the military as the sole survivors.
