General Tsao is a major antagonist in Sly 3: Honor Among Thieves. He is a ruthless Silkie rooster who kidnapped the Panda King's daughter, Jing King in order to force her into marrying him so that she can give birth to his children and successors to the Tsao name. However, the Cooper Gang plan to rescue Jing King and return her to her father before Tsao can complete the marriage, leading to the events of "A Cold Alliance".
He was voiced by Leo Chin in English and by Norio Wakamoto in the Japanese dub, the latter of whom also voiced M. Bison, Dio Brando and Cell.
What Makes Him Pure Evil?[]
- According to Bentley, he literally kicked a puppy twice.
- He tricked Panda King into entering a deep meditative state as a way to cope with the blow dealt to his family name after being defeated by Sly so that he could imprison his daughter Jing King in his palace and keep her as a sex slave (and possibly rape her) to bear his powerful bloodline of children he wants to create.
- While raping Jing King isn't directly stated, it is not Fridge Horror, as he treated her cruelly, mocked her "misguided" escape attempts, stated his intention to produce a new generation of kings, and mocked her intelligence. All this make it clear that he intended to use her to produce children with or without her consent.
- After realizing the Cooper Gang arrived to put an end to his plans, he set dozens of vampires loose on his city to kill them, uncaring to the dozens to hundreds of lives he was endangering.
- Set a trap for Murray and Penelope for Murray to knock himself out, where Tsao would then attempt to kill him by lighting a fuse that would eventually blow up the explosive that Murray had been strapped to.
- Stole the ThiefNet laptop from the Cooper Gang after discovering their hideout, leading to Sly and the Guru having to find Tsao and battle him in order to get the laptop back.
- After Sly tells Tsao that Jing King doesn't want to marry him, he coldly brushes it off, misogynistically stating that "She's a woman, she doesn't know up from down."
- While he gave Sly back the laptop after the fight this doesn't make him honorable as he states that it won't help them anyway.
- When Murray accidentally destroys his family temple and then throws his treasure chest down to Bentley, Tsao sets his dragon on Murray to kill him and capture Penelope, forcing Sly to fight the dragon to rescue her.
- His defeat of being tased by Carmelita (who was there to apprehend Sly) who had taken Jing King's place at the wedding ceremony is played for satisfaction and is well-deserved and the citizens were happy to see Tsao be imprisoned and no longer the leader of their city.
- While one could argue it was slightly comical, it is far too brief to detract from his villainy, given how he had the upper hand throughout most of the chapter and was treated very seriously otherwise.
- Overall, he is so disgusting that Sly told him that he was the worst out of all the villains he's faced, (arguably even more so than Clockwerk, who killed his father and attempted to kill his entire family), and given Tsao's heinous actions, he wouldn't be wrong.
- Although he respected Panda King this isn't a genuine respect as he only respected him for his heinous actions.

- Despite not being the main antagonist of Sly Cooper 3: Honor Among Thieves, General Tsao is widely considered by many fans as one of the darkest villains in the entire Sly Cooper series.
