The guy you're looking for, I think I've met him. A long time ago, he sat down next to me at the bar, and he had some wild stories about how he tricked girls into his car for nothing, five bucks, some loose cigarettes. He gave me those pictures you found. Hmm? Sick. ... He was big. Kinda guy, you'd just walk right by him. Said he killed 100 girls. Must be some kind of record.

Franklin Barnes is the main antagonist of the Chicago P.D. episode "Don't Read the News". He is a necrophiliac serial killer who preys on prostitutes, and who tries to frame his own son for his crimes.

He was portrayed by Chris McKinney.

What Makes Him Pure Evil?[]

  • He takes sadistic pleasure in strangling prostitutes and sexually violating their corpses.
  • By his own reckoning, he has murdered about 100 women and girls. many of whom were underage.
  • He takes Polaroids of his victims to relive the experience of killing them.
  • He hypocritically presents himself as a pillar of his community.
  • He shot Sienna Brody, nicknamed "Cherry", twice in the heart before raping her, leaving her unable to have children.
  • He murders and rapes Grace Johnson, his son Ricky's girlfriend, and dumps her body in a football field.
  • He taunts the police by making an anonymous phone call directing them to the dump site.
  • He allows Detectives Jay Halstead and Erin Lindsay of the Chicago Police Department's Intelligence Unit to search Ricky's room.
    • He also plants a gun in the room in order to make him a suspect.
  • He runs out on his wife after the police begin to suspect him.
  • He tries to destroy evidence of his crimes.
  • When Sergeant Hank Voight accuses him of framing and betraying his own son, Franklin arrogantly replies that Ricky will "get over it".
  • He brags about his crimes in a deniable way, saying that he once met a man who told him about committing the murders and gave him the Polaroids.
  • For commiting mass murder (and mass child murder) and necrophilia on over 100 people, he is one of the most heinous villains out of the entire Law & Order Universe roster.
