Moral Event Horizon	Sadistically murdering an entire family in the Vault 13 for refusing his demands. Eliminating the Vault 13 Deathclaws, who were peaceful along with their guests due to them being of no use to the enclave anymore and their human-level intellect being seen as a threat to the Enclave's plans. Attempting to kill off all mutant life in North Trying to blow up the Enclave Oil Rig just to stop The Chosen One, not caring that it would kill his own men in the process.

Frank Horrigan is the secondary antagonist of Fallout 2. He is a ruthless mutant, high-ranking Enclave officer, and Secret Service agent.

He was voiced by Michael Dorn (who also voiced Mutilor in SWAT Kats: The Radical Squadron and Marcus in the same game.)

What Makes Him Pure Evil

• Despite being a Super Mutant himself, Frank hates Wastelanders for being "muties." He happily helps the Enclave in their genocide of all mutated life. Additionally, even when mutated, he still retains his normal senses, and it doesn't change his horrific actions.
  • What sets Frank apart from the rest of the Enclave is that while the rest of them are well-intentioned extremists who believe that getting rid of all mutant life will allow humans to live genetically free, Horrigan just wants to kill off all mutant life because of his supremacist beliefs and likely sadism.
• He's introduced murdering an innocent family, including a little boy, just for refusing his demands and also because he found it enjoyable.
• He killed a Brotherhood of Steel agent named Matt while taking sadistic delight in doing so.
• He murdered an entire village full of intelligent-talking Deathclaws, who were completely harmless to the Enclave's plans even if they befriended The Chosen One shortly before their deaths.
• He helps the Enclave with a plan to spread a modified version of the FEV to wipe out all mutated life in North America, only doing so out of sheer extremism.
• He fights the protagonist, and after he loses, he attempts to blow up the oil rig to kill them as well, not caring that he'd also wipe out his own troops.
  • No matter what the Chosen One says, it is impossible to convince Frank with a peaceful approach.
• Though he worked for the Enclave, he had no real loyalty to them, only being motivated by his own bloodlust.
