Fonse Kagatie is the primary antagonist of Mobile Suit Victory Gundam.

Fonse is the elderly Prime Minister of the Zanscare Empire and its de facto ruler. While Maria Pia Armonia nominally holds power in the empire, it is Fonse who is the real power behind the throne, using Maria as a figurehead for his own agenda. A cruel and heartless man, Fonse's ultimate goal is to wipe out all the humans living on Earth so the Zanscares can move in and claim the planet for themselves.

What Makes Him Pure Evil

• Exploiting the pacifist religion preached by Maria Armonia and her followers to create a dictatorship with Maria as his powerless figurehead.
• Executing dissidents and members of the League Militaire via guillotine on live television to inspire fear.
• Attempting to destroy all of Mexico with Operation High Roller.
• Burning down entire towns to flush out the League Militaire.
• Attempting to use the Angel Halo, a massive psycommu superweapon, to exterminate all life on Earth so Zanscare's benefactors from Jupiter could move in. The Angel Halo was designed to force its intended targets to relive all of their happiest and most painful memories all at once before frying their minds and causing them to die.
• The Angel Halo was powered by thousands of Newtype followers of Maria and whom Fonse had deceived into believing they were broadcasting messages of peace and goodwill instead of committing a total planetary genocide. The Newtypes being used to power the Angel Halo were locked in a constant trance while it was active and acted as human shields for it, with any attacks upon the Halo being redirected onto the Newtypes and causing them to be blown out into space without protection. Any child Newtypes who were being used were also unable to withstand the power of it and died. In addition, the person at the center of the Halo (Maria herself, later replaced with her 11 year old daughter) was forced to feel the pain each and every psychicker went through as they died.

Trivia

• Fonse is similar to Gihren Zabi from the original Mobile Suit Gundam, using a figurehead as the face of his empire while he controls it from behind the scenes and plotting to conquer the Earth Sphere via destructive superweapons.
