What Makes Him Pure Evil?[]
- He had Veronica's girlfriend, Christine, sent away so that he'd be able to manipulate her more easily.
- Showed no care or concern for those who joined his Mojave chapter and was considered by them to a terrible leader and some hating him for it as he view them as components of a machine that he controls.
- He negligently ignored the imminent NCR invasion of the Helios One Power plant, leading to numerous deaths, including half of the Mojave chapter's fighting force.
- He had damaged Doctor Eight of the Think Tank, causing him to be unable to speak normally.
- He kidnapped several people to retrieve the Sierra Madre's treasure, attaching bomb collars to them. They were all killed.
- He captured Dean, Christine, and Dog/God. He also enslaved Christine with cybernetic implants, leaving her unable to speak until she found an auto-doc to fix this.
- He later kidnaps the Courier, hoping to use them to enter the Sierra Madre and threatens to blow up their collar if they refuse to do what he wants.
- His plans were to use the poisonous cloud surrounding the Sierra Madre to kill everyone in the Mojave Desert and force a fascist rule where he puts bomb collars on everyone's necks so they will be forced to obey to his rule. If the Courier helps him out, it's stated that everyone was killed, and nobody set foot in the Mojave for several years.
- He encourages the Courier to kill Dog/God, Dean, and Christine when he's done using them.
- When the Courier tries to rebel, he tries to kill them by detonating their collar, only not being able to because the connection with the detonator was too weak.
- While Veronica admires him, it's likely that he didn't care about her, since he was willing to poison her along with all the Mojave.
