Emperor Otto Destruct is the main antagonist in the video game Ratchet & Clank: Size Matters. He is a Technomite who aims to be the most intelligent being in the galaxy, by stealing the brainpower of every intelligent being by transferring it to his brain, and the archenemy of Captain Qwark.
He is voiced by Jim Ward, who also voices Mannimarco in The Elder Scrolls: Online.
What Makes Him Pure Evil?[]
- He has Luna deceive Ratchet into fighting robots on Pokitaru, so that the Technomites can gain insight into his fighting style.
- He then tricks Ratchet and Clank into rescuing her from kidnapping later on, which would lead them into a trap and have the two separated.
- He has Ratchet taken to his medical base for his DNA to be extracted to create clones of him to make an army. The experiments were so nightmarish that Ratchet felt violated and personal hatred upon being woken up by Clank.
- He preys on Qwark's desire to find his parents and misleads him to a database that would falsely state that Otto is his father, so that he would let his guard down and not help Ratchet and Clank defeat him.
- He has Luna mislead Ratchet and Clank into believing that the Technomites are great inventors who are not credited enough, as a Freudian Excuse to justify using Ratchet's DNA to create a clone army.
- It is revealed that his true motive is to become the most intelligent being in the galaxy, by using his newly-created Ratchet army to not only kill Ratchet and Clank, but to transfer the brain power of every intelligent being into his own mind.
- As seen with Otto's mindless personality after the brain machine gets used on him and Skrunch, the transfer of brain power would leave the victims to become animalistic, empty shells incapable of behavior beyond being rabid.
- It is revealed that he was responsible for Qwark's parents dying which makes him Qwark's most personally evil villain, and makes him responsible for Qwark's emotional distress and being forced to live with monkeys his entire life.
- While he had a comedic defeat of having the intelligence of a monkey after his brain machine is used with Skrunch, this is not detracting as it's only because he is no longer a threat.
- Despite the high Heinous Standards of the Ratchet & Clank franchise, Otto still stands out due to not having the resources to commit omnicide, as well as being a personal enemy to Captain Qwark due to Otto killing Qwark's parents. Not to mention, his unethical experimentations are unique in the franchise.

- Otto's status as a Pure Evil is acknowledged even in-universe, as that's exactly what Clank calls him after his true motives are revealed.
