Dr. Roosevelt is the overarching antagonist of Naoki Urasawa's 2003 manga Pluto and its 2023 anime adaptation. He is an advanced supercomputer that takes the form of an immovable brown teddy bear, serving as the advisor of the President of Thracia, and is ultimately the root of all events in the story, having been the mastermind behind the 39th Asian Conflict, as well as being the secret backer behind the scheme of Dr. Abra, the master of the titular Pluto.
He is voiced by Marina Inoue in Japanese and by Melissa Hutchinson in the dubbed version.
What Makes Him Pure Evil?[]
- Unlike every other villain in the series, who no matter how vile they are have at the very least one sole redeeming trait or a sympathetic backstory, Dr. Roosevelt is completely devoid of them, dismissing everyone other than himself as either foolish, failures or dead, and is overall a reminder on how if a robot has become so advanced they are about as sapient as humans, they have equally capability of being completely selfish sociopaths as they are of being good beings like Atom.
- Despite his claims that it would've been a paradise for all robotkind under his rule, it is very much clear that his only true concern is his power over the planet with how little regard he actually has for other robots that he knowingly dooms millions of his own kind as long as his power remains unthreatened.
- When Persia's advanced robotics threatens the supremacy over the of Thracia, Roosevelt frames Project Bora as a project to development of weapons of mass destruction to manipulate Thracia into waging war at Persia, leaving Persia decimated into a poverty-stricken country and countless innocents, robots & humans alike, killed, with even children being among the casualties.
- Backs up "Dr. Abra"/Goji's scheme from behind the scenes that sees nearly all of the world's 7 most advanced robots as well as of the Bora Investigation Squad murdered.
- Enables Goji's final scheme to destroy all of Thracia by igniting a massive eruption using an Anti-Proton bomb in hopes from all the sulphur and ash released as a result covers the world and wipe out 90% over humanity for him to rule over what is left of robotkind and humanity.
- Blackmails the President to be his slave for the rest of his life in hopes of surviving from the ash.
- While he does respect Brau-1589 for being able to go against humanity to the point of offering him a place at his side and even accepting his death at his hands of the rogue robot whilst holding no hatred towards him, it isn't mitigating to his status since it ultimately extends to Brau-1589 being more like him than any postive qualities from Roosevelt's character.
- Despite accepting his death at the hands of Brau-1589 and dying with honor, it isn't redeeming since he has no remorse to his atrocities and actions.

- He and President Stone are the only Astro Boy villains to be Pure Evil.
