Doctor Giba is the leader of Criminal Syndicate Bioron and the primary antagonist of Kidou Keiji Jiban.
He is a mysterious Caucasian scientist who seeks to spread anarchy throughout Japan in order to overthrow the Japanese government and eventually take over the world. His true identity is the Gibanoid, a creature born out of the chemical waste left behind by the National Science Academy's experiments, who developed a hatred of humankind and a desire to subjugate them.
What Makes Him Pure Evil
- Prior to the start of the series, Giba sent his forces to kidnap hundreds of humans for him to experiment on. Among those kidnapped was Naoto Tamura's little sister.
- Frequently has his forces go out and massacre civilians in bioterrorist attacks.
- Kidnapped Mayumi Igarashi, an 11 year old girl, and attempted to use a brain-eating parasite on her to extract information about Jiban from her mind. He later attached a bomb to her in order to force her to suicide bomb Jiban.
- After killing Jiban with help from Queen Cosmos, Giba has his forces launch attacks on Central City and several other major population centers in Japan in which they caused massive amounts of property damage, massacred civilians and attacking them with genetically modified bees whose sting causes people to rampage.
- Giba later launches a second massive assault in the finale in which he sends his Masque soldiers to wantonly massacre civilians.
- After Mad Garbo is defeated by Jiban, Giba kills his two loyal secretaries Marsha and Karsha simply because they didn't die alongside her.
- Uses Mayumi as a human shield to keep Jiban from attacking him.
- In the same confrontation, Giba attempts to fire off all his missiles to bombard every country and bring about the extinction of humanity.
