Desmond Rutaganda is one of the 2 main antagonists (alongside Nicholas Wong) of the 2015 anime film, Psycho-Pass: The Movie, which is a part of the Psycho-Pass franchise.

He is the leader of the hired mercenaries under Colonel Wong's payroll to ensure his reign over the Southeast Asian Union. For Wong's money, Desmond has assassinated Wong's superior, Chairman Chuang Han, and crushing the rebellion against Wong's militaristic rule. He serves as a clear stand-in for the main antagonist of the vanilla series' first season, Shōgo Makishima, to be Enforcer Shinya Kōgami's primary enemy in the film.

In Japanese he was voiced by the late Unshō Ishizuka, who voiced Void in many adaptations of Berserk, while in the English dub, he was voiced by Major Attaway.

What Makes Him Pure Evil?[]

  • He is a hypocritical mercenary who while being a supposed fan of anti-capitalist and anti-colonialist works by Frantz Fanon, is a greedy mercenary who is securing the power of a dictator ruling on behalf of a foreign country over the Southeast Asian Union, all for the sake of money.
  • Once under Colonel Wong's payroll, Desmond has Chairman Han assassinated for Wong to take power and enforce a regime backed by Sibyl, decimating free will.
  • Kills and slaughters through countless rebels and dissenting civilians to secure Wong's oppressive rule over SEAUn and oppressing the rest and free to do whatever they want. Desmond is portrayed as equally culpable for all the misery SEAUn suffered under Wong's rule as Wong himself by destroying the opposition against him, to the point where SEAUn is freed when Desmond himself is killed when he attempted to make a run for it when Wong was executed.
  • Invades the rebel base, slaughtering through scores of them for daring to free SEAUn from Wong's rule, and then captures Kogami and tortures him before handing him and Akane Tsunemori to be executed.
  • While he sees Kogami as a worthy opponent, it is only for enjoying fighting an opponent as strong as him, and tries to corrupt him to become one of his goons so that he could exploit Kogami's charisma for his own ends. When Kogami refuses, he gleefully tries to kill him or hands him over to be executed by Wong.
  • Upon Colonel Wong's death, he tries to make a run for it so that he can continue killing for profit, and when Kogami and Enforcer Nobuchika Ginoza try to stop him, tries to spitefully blow himself to take them both of them with him.
