Having Officer Bone Tarkman, one of her former foster kids, beaten, which resulted in Mike Logan killing him. Having Antonio stabbed to death and later forcing Floyd Bolton to commit suicide, allowing her to get away with her crimes.

Chesley Watkins is the main antagonist of the Law & Order: Criminal Intent episode "To the Bone". She is a foster mother who manipulates her foster sons into committing robberies and murders on her behalf.

She was portrayed by Whoopi Goldberg.

What Makes Her Pure Evil?

• Sees both her foster kids and deceased husband as a way to get love and attention.
• Allowed her former foster son, Antonio Mattini, to be sexually battered by James Duncan, Floyd Bolton, and Carlos Espilla while he was young.
• Manipulated the foster boys mentioned above into attacking a wealthy family and slashing three of them to death with a machete before making them torture a boy by burning him with cigarettes and cutting off his fingers.
• In a second home invasion robbery, the Khan family is killed, and the youngest kid, Rabinth, is sodomized with the handle of a tennis racket by Antonio.
• When Officer Bone Tarkman and Antonio are attacked and beaten by Jimbo, Carlos, and Floyd, Officer Mike Logan sees Tarkman pull out a gun and shoots him, only to realize that he was a cop.
• Orders Antonio to confess to the murders so she can send an unknown assailant, most likely a former foster child, to stab him to death in prison.
• Based on the machetes being in the possession of Duncan, Floyd, and Carlos, it can be assumed that they were going to rob and kill another family.
• Preys on Logan's abusive past with his mother, telling him, "You can't forgive your mother," and shifting the blame on her sons before coldly asking for a lawyer.
• Right as Bolton is about to testify, Chesley forces him to jump out of a building to his death.
• As the other foster kids are not willing to testify against her and the only one who was is dead, she most likely gets away with her crimes.
• Despite the borderline absurd heinous standards of the series, she stood out due to having a unique motif as well as personal villainy towards Mike Logan.
