Cecil L'Ively, otherwise known as Bob The Caretaker, is the main antagonist of The X-Files episode, "Fire".
He is a handsome British national who has the power of pyrokinesis. Cecil uses these powers to go on a killing spree, murdering several British aristocrats, but fails with Sir Malcolm Marsden, whom he tracks to the U.S. Thus, he further uses his powers to set a bar and a building on fire, and attempts to finally kill Marsden's family.
He was portrayed by Mark Sheppard.

What Makes Him Pure Evil?[]
- Cecil uses his pyrokinetic powers to murder off several important British aristocratic figures, and even their families.
- One example is at the beginning of the episode, when he sets an elderly aristocrat ablaze in front of his wife, watching and enjoying while everyone else was terrified and trying to help the former.
- He is mentioned to have set Windsor Castle ablaze in 1992.
- When he fails to kill Sir Malcolm Marsden, Cecil follows him all the way to the states to finish the job.
- He kills the caretaker for Sir Marsden's Cape Cod home, with Cecil burying in the Marsden's Cape Cod backyard, replacing him and taking up the alias, "Bob the Caretaker".
- When he finds that the Marsden's dog is digging the body up, Cecil quite literally kicks it a few feet before threatening to skin it alive.
- Cecil also stalks Sir Marsden's wife in Cape Cod, watching her through her windows.
- While he offers to get the Marsdens' driver cough syrup for his sickness, Cecil actually poisons the syrup with accelerant, which worsens the driver's condition, resulting in his death a few days later.
- Cecil then goes to a bar and sets the whole place ablaze, watching in amazement.
- When talking to the Marsden children, after Cecil shows them some magic tricks with his cigarettes, he rather aggressively tries to pressure them to smoke.
- At a party in Boston that the Marsdens attend, Cecil sets fire to the 14th floor.
- While he saves the Marsden kids from the fire, it is a publicity stunt rather than any care for the children. Even then, that possible trait is subverted later in the episode.
- When the agents and Marsden family are all in the house, Cecil burns down the house in an attempt to kill all of them.
- He even traps the 2 kids, Jimmie and Michael, seperately, so they can't be saved.
- He also uses agent Mulder's fear of fire against him, burning the halls so he can escape.
- Even when agents Scully and Greene burn him alive with accelerant, his defeat is played for horror, specifically how Cecil reacts, maniacally laughing, while shouting the they can't kill him.
- After the incident, Cecil is shown to be alive. Although he is scarred, he is shown to be rapidly recovering. Due to his powers, he most likely won't be incarcerated either.
