Pure Evils who are willing to physically harm innocent children or worst case scenario, commit Pedicide/Infanticide, unborn or not, which is considered the lowest act of villainy due to children being mostly defenseless and innocent - some of them have succeeded in hurting/killing children, too.
For villains to count, they need to explicitly target children with their crimes, rather than just be incidentally included in them.
Pure Evils who are notably cruel to children with malicious intent (e.g. Manfred Von Karma, Dolores Umbridge, Quentin McNeil and Rip Blazkowicz), sexually abuse them (e.g. Ragyō Kiryūin, Miss Gribben, Champ, Aunt Ruth Chandler, Wiggles the Clown, Arthur Walsh, John Godolkin, Cecil Creepler and William Lewis), give them fates worse than death (e.g. Shou Tucker, Muzan Kibutsuji, Snake Demon, Gyokko, Corporal Gallo, William Afton, Beatrice, Yi Suchong, Yuga and most incarnations of the Coachman) or who didn't effectively kill a child but are willing to let them die in order to achieve their goals (e.g. Steele, Lotso, Harry Lime, Randall Boggs, Light Yagami, Carter J. Burke, and Abalone Cookie) also count.
Kids can also qualify, but only if the innocent victim is a toddler or baby and they are at the late ages of a kid, usually around 9-12 (e.g. Henry Evans), or if they were formerly kids as pure evil, but eventually grew older later in their franchise they hail from (e.g. Porky Minch, who was a kid in Earthbound who wanted to destroy the world with Giygas, but later became an elderly immortal in Mother 3 between a thousand and ten-thousand years old).
Those who purposely try/succeed to kill pregnant women (e.g. Hans Gruber, Gabriel and John Doe) or just her unborn child can count as well, since the baby is still technically alive and thus would die right then unless they were to perform a fetal abduction, in which they took the unborn child for themselves.
This category also applies to villains who hurt/kill characters from ages 13-17 (e.g. Sir Benedict Cumbersnatch, Josh, David, George King, Ghirahim, Demise, Astor, Queen Grimhilde, and Green Goblin) considering 18 is when one legally becomes an adult.
This is the opposite of Nice to Children Pure Goods.
