Pure Evils that have no care or respect for any kind of authority, and often commit various felonies or crimes for the fun of it. While street criminals are the main focus, this can also apply to wealthier villains. Most often they fall in Chaotic Evil as they have no care or respect for any kind of authority or rules, but some can be thugs to replace them.

Females can also be included to this category.
