Terrorists

Terrorists are Pure Evils who carry out heinous attacks that invoke terror among civilians for the gain of whatever cause they serve. These villains are motivated by a goal that is either religious, political or something else and are willing to carry out atrocities in pursuit of the goal, often by targeting civilians. They are often ruthlessly dedicated to whatever cause they serve to the point of fanaticism. There are also War Criminals who commit atrocities during wartime by breaking the commonly accepted rules of war, either by employing weapons of mass destruction or by massacring civilians not involved in the conflict. Examples include Snoops, who attempted to blow up a cruise ship to start a war between the East and West, Joker, an insane supervillain who enjoys the attention his horrific crimes bring him, and The Lord of the Locusts, a nightmare being that sends messengers to invoke fear.
