Pure Evils who are used by other villains. These types of pure evil villains are manipulated by other villains to do their deeds. However, being manipulated doesn't always contradict their heinous nature, as they are bad people with or without their masters, often serving as a way to achieve their own goals and/or motivated by an obsession rather than actual loyalty.

Some are betrayed by the heroes instead.
