This man, Makarov, is fighting his own war and he has no rules, no boundaries. He doesn't flinch at torture, human trafficking, or genocide. He's not loyal to a flag, or a country, or any set of ideals. He trades blood for money.
~ General Shepherd describing Vladimir Makarov.
Chaos isn't a pit. Chaos is a ladder. Many who try to climb it fail and never get to try it again. The fall breaks them. And some are given a chance to climb. They refuse. They cling to the realm or the gods or love. Illusions. Only the ladder is real. The climb is all there is.
~ Littlefinger's viewpoint on the world.

Pure Evil Villains who are under the Neutral Evil alignment. Known for pure selfishness, they are commonly assessed to be the most purely evil alignment, as they ultimately don’t care how much they inconvenience, disadvantage, endanger, and/or even kill others (even on their own side, also making them notably cruel in some cases) as long as they get their own way. As such, they shift between Lawful Evil and Chaotic Evil virtues, wanting everyone else to abide by law, but rarely ever following the rules unless it best suits them. The reason why is because these villains just don't care whether or not they have to follow the rules and/or break them or use them to their benefit if they meet their goals.

They are the opposites of Neutral Goods.
