Pure Evils who are needed to keep a level of order within a setting. In spite of the evil these villains commit, their presence is necessary to maintain a level of order. Their status, knowledge, occupation, powers and skills are necessary to upholding order in the setting they are in. Despite being needed to maintain order or provide services, this is not a redeeming quality as these villains remain as a level of danger to others around them and are abusive of the powers that they have. Furthermore, it is possible for them to be deemed no longer necessary at some late point in their stories, especially when they finally cross some line to warrant their ultimate downfall.

This is also for villains whose evil actions lead to necessary beneficial consequences. This also isn't a redeeming quality since such beneficial consequences were not even intentional by the villain and it can't erase the damage already caused by the villain's actions that lead to such beneficial events, or in many cases, such benefits were provided out of pragmatism to make the offenders seem tolerable in comparison to other threats or detriments, or more often than not out of (hypocritical) pragmatism.
