Pure Evils who are kings, queens, princes, princesses, emperors, or empresses. They can also be Sultans, Caesars, Rajas, Shahs, Khans, etc... Unlike aristocrats, monarchs' rule with only one or two people at the least, they have more governing power than aristocrats, and their leadership is in the hands of the monarchy. The only ways a villain can be an aristocrat and a monarch is if the aristocratic villain manages to usurp the throne, otherwise, they are not considered monarchs. Examples include King Boo, ruler of all ghosts, Fire Lord Ozai, leader of the Fire Nation and Horde Prime, the Emperor of the known universe.
