I told so many lies today, I actually started to believe them.
~ Jill Roberts
Batman: What was it he told that one parole officer? Oh yes; "There was only one time I ever saw Dad really happy. He took me to the Ice Show when I was seven."
Harley: Circus... He said it was the Circus.
Batman: He's got a
million of them, Harley.
~ Batman revealing to Harley Quinn how the Joker lied to her for all those years.

Liars are villains who excel at lying to and misleading others for their own gain.

For obvious reasons, Faux Affably Evil, Master Manipulators, Charismatic, and Cheaters must fall in this category by default.

A big example of a liar includes Emperor Palpatine, who lied to Anakin about the way to find immortality, to the Jedi about Fives' discovery of Order 66, and to the Galaxy about the Jedi and clones being deemed enemies.

A big type of liar would be those who would fake their own tragedies in order to gain attention or sympathy.

Note: Not all Pure Evils tell lies; some villains are just straight-up corrupt and nasty from start to finish and do not even pretend to be good people. (e.g. Red Death, Shan Yu, Gregor Clegane, Dio Brando, Kansa, Horde Prime, Khahrahk, Muscular, Yoon Gwi-nam, Ryker Grimborn, The Ink Demon, Drago Bludvist, William Rawlins (comic version), Donald Love, Victor Krane and Jerome Valeska)

They are the complete opposite of Honest Pure Goods and their heroic counterpart.
