Leaders are Pure Evils who lead organizations or groups, as opposed to working alone. Pure Evil Leaders often rule through fear and force, though more subtler ones may also use charisma to keep their subordinates in line. They may also have several Pure Evil minions under their command, which also includes their right-hands.
