Like I said, kids are cruel, Jack. And I'm very in touch with my inner child!
~ Sundowner to Raiden.

Pure Evil Villains who are kids. To qualify as such, they must be young people supposed to be under the age of 13 or with the appearance of such. Despite their very young age, nevertheless, kids can be Pure Evil if they understand what is right and wrong but always chooses the latter for the fun of it without any regard.

It should be noted, however, that it's very hard to find Pure Evil kid villains, given that the typical acts committed by villainous kids aren't as atrocious to the ones committed by adult villains, let aside that they can lack a moral agency due their young minds. That said, it's not impossible to find Pure Evil kids, but is extremely rare. There has been stigma against juvenile delinquency in film, and because Pure Evils commit very severe crimes, kid Pure Evils usually appear in shows that are NOT kid-friendly, ironically (but there are exceptions like Porky Minch). It's likely to be an exploitation film too, and in that case of course, the film needs to use the unsettling content to send a clear message, otherwise the villains can't be Pure Evil.

Pure Evil villains who are 13-19 should be added to Teenagers instead.

NOTE: Characters like Syndrome, Bill Cipher, Chucky and Valak do not apply as the former was shown to be neutral as a kid and some others have possessed the body of a child (e.g. Dipper Pines) or take over a toy that is a child doll.
