The British in India will be slaughtered. Then we will overrun the Muslims. Then the Hebrew God will fall, and then the Christian God will be cast down and forgotten. Soon, Kali Ma will rule the world.
~ Mola Ram explaining his world domination plans.
Now the Chaos Heart is mine! I will use it to destroy all worlds... And create perfect new ones! So, shall we get started? Now I have all I need... To become the king of all worlds!''
~ Dimentio becoming Super Dimentio.

Hegemonic Pure Evils have the desire to take over or rule the world, whether it is the actual Earth or their own world. On larger scales, some try to take over or rule their universe and (for the truly despotic and oppressive) all of the multiverse.

Good Examples are Qu, Mola Ram, Dimentio, Phantom Orb, Victor Krane, Novisor, High Evolutionary, and Emperor Nefarious.

Hegemonic Pure Evil villains are so despotic that they are considered the worst of the worst in their setting, even when such settings have cataclysmic threats and any alliances these particular characters make is purely self-serving and ends in either treachery or later conflict.
