Gaolers

Gaolers are Pure Evils known for running prisons. Pure Evil gaolers often enjoy tormenting their victims by imprisoning them. They often also imprison and torture innocents simply for their own amusement or to use them to further some other goal. While prisons are usually supposed to condemn criminals for their crimes and hence that could be one of the reasons why these villains became gaolers. However, if they show cruel treatment towards prisoners who had minor crimes or falsely imprisoned people, and are okay with it, they may qualify.
