Pure Evil Villains that come from especially dark works that are intentionally controversial.

Exploitation villains can only qualify as Pure Evil if the work they come from uses the disturbing content to send a message or moral. They will be automatically disqualified if their actions are solely played for shock value, as those stories don't have a solid distinction between good and evil. The reason for this is because when an exploitation villain does something evil, they have to harm someone or something that is inherently morally good.

Their opposites are Controversial Pure Goods.
