Cult Leaders are villains who lead sinister cults or other equivalent organizations. Pure Evil cult leaders invoke absolute loyalty from their followers and often desire to strip them of their individual identities in favor of their service to the cult. The outcomes are always deadly when their followers are either viciously disposed of or are forced to carry out their wishes against their will (with some exceptions). Usually, most villains who are cult leaders are hard to qualify due to their religious beliefs and unknown things about their cult, however, they can qualify if they have a clear understanding of what's right and wrong.
