I feel sorry for you Mark, you just don't know how to have fun. It's because you're scared all the time, I know, I used to be scared too, but that was before I found out. That once you realize you can do anything, you're free. You could fly. Nobody can touch you. Nobody. Mark, don't be afraid to fly.
~ Henry Evans's anarchistic philosophy.
Introduce a little anarchy, upset the established order - and everything becomes CHAOS! I'm an agent of chaos. Oh; and you know the thing about chaos? It's fair!
~ Joker's personal worldview.
Greed is for amateurs. Disorder. Chaos. Anarchy. Now that's fun!
~ Top Dollar's evil plan for Detroit

Anarchists are villains who utilize more extreme and violent forms of anarchy to either bring down the ruling systems via revolt (especially if the governments are stable and relatively benevolent towards their people) or tear down current beliefs and societies in order to either build new ones, leave them in ruins or simply create utter chaos. The motivations for Anarchists can often be seen as their belief in searching for "true freedom" or simple fun.

They are the opposite of Totalitarians. Anarchists don't give any rules to others. They want all rules to disappear forever. Some anarchists are extremists, but not these Pure Evils. They want to spread chaos and evil everywhere with no limits or actual care about "freedom."
