Dahlia Hawthorne is still to this day my favorite Ace Attorney villain. The only ones that come close are Matt Engarde and Manfred von Karma.

If a villain is sadistic then it means that they understand human emotions like pleasure. It also means that they are aware of the wrong of their actions, but don't care because they like it.
Does she have enough crimes to fully stand out? (No Fridge Horror or Standard Evil stuff).
I honestly would like to see more irredeemable villains in Deltarune (can also be NPE, doesn't have to be necessarily PE), as a contrast to Undertale where everyone can be redeemed instead. For now the only ones that can count as that are King and Jevil.

Heard from @Batman129 that the Lich could be removed from this wiki though. I don't know how much is likely but there's the possibility.

It's 2 global threats and 1 universal threat. Considering the presence of multiversal PE villains, I would make the argument that there are more heinous villains than these 3 (not that it detracts from their actions ofc).
One of these is not like the others...
The Wasp King and the Radiance are also bugs, so you can include them as well.
