My biggest issue is people who most likely haven't seen the newest movie saying "Death lacks characterization" with no further explaination to back that up. I know that there is no way to enforce this, but I wish people would do more research into characters by consuming the media they are from before making a conclusion. It's not always easy to do for longer franchises, but I feel like the moment one person unfamiliar with a character says they lack characterization or something else, it leads to the problem of more people who are also unfamiliar with the same character just immediately believing it and spiralling out of control.
I do think it is fair enough if someone has seen the FD movies up to the newest one and still comes to the conclusion that Death lacks characterization, but I don't think that is what's happening here

I don't see it as him being Pure Evil due to bad writing. I believe that he was very much intended to be viewed as Pure Evil, and is treated as such in the movie. It's just that due to bad writing they accidentally made him come across as sympathetic to many, many viewers
I feel like there's quite a few Pure Evil villains including Femto that consider themselves to be above the concepts of good or evil, or at least show no interest in them, but still count as such because they lack redeeming qualities and commit heinous acts
Joan soley gets others to do her dirty work, and as evil as she is I don't think she would really do anything to you if you were in a room with her if you didn't do anything to anger her. Badger on the other hand carries out a lot of the dirty work for her and is violently sadistic for his own amusement, which would make him far more dangerous to be in the vicinity of. And even if he didn't do anything, he's an outright unpleasant asshole which would make him far more unbearable than Joan who at least puts up a front of being friendly and stable
I think they would count as Pure Evil if they are taken completely seriously again. There are Pure Evil characters that originally would've been too comedic to count before all of their comedy was dropped (i.e. Cecil Creepler)
I don't really see how you could view the franchise that way after watching the second and third films which introduce an actual hero who can stand up to him
I'll go for Judge Holden. I'm not too sure how much people hate Frollo though. I think people morso just find him amazing and realistically scary
I'm not sure how much I would consider Afton overrated anymore. Quite a lot of people got sick of his character
1. Deadpool (Ultimate Marvel) - For me, the most nonsensical Pure Evil version of a non-Pure Evil to exist. Why make Deadpool of all characters into one of these feels like it ruins the whole point of his character
2. Black Noir - Far too edgy and flat to the point of feeling like villain out of an exploitation story that would usually not be allowed. Almost like the living embodiment of the complaints that Garth Ennis relies too much on shock value
3. Sir Miles Axlerod - Would've been better off just making Professor Zundapp the main villain and leave Axlerod out

I think PE to PG would be kinda difficult, right? I know that there are certain crimes that will outright prevent a character from being PG/NPG even if they were to feel remorse for them
Melisha Tweedy is probably the human PE that would recieve the least harsh sentence since her crimes were mostly perpetrated against chickens (and a court is unlikely to realize that the chickens in the film's have human-level intellect)
Yeah I think as long as the villain sheds their detracting comedic qualities, they can count as Pure Evil. Cecil Creepler from Moral Orel wouldn't have been Pure Evil without Season 3 showing dead serious consequences of his heinous crimes, as initially in Season 2 he was purely played for dark comedy.
