I specifically chose Dominator because her and Aku are very similar in terms of how their characters are presented I know my example shouldn't be used as a one size fits all .
But there's multiple episodes of him just being comedic and barely doing any evil so not only are his comedic moments frequent but their also episode spanning too , so he fails the two things that make comedic moments non-detracting
So basically what I'm getting from this is that a villain can have some of the goofiest comedic relief moments in a story but still end up here because they happened in filler episodes and not in the main story ????
