Not necessarily sure I agree that most fall under one or the other (number of pages in either category aren't really proof either way due to not every PE having a page and category abuse), atleast in my experience there's a dozen who aren't either. But just off the top of my head, there's Charon IV from Unfriended.
See Results easily beats the other two (no clue what Judge Holden is doing here). They're an extremely complex character, with the work setting up so many potential redeeming qualities for them only for them to subvert them in the most cruel of ways. They're a really underrated character and definitely deserve more attention than AM, as they're way more interesting and nuanced. Lockdown (Rise of the Dead Spark) is a close second in my book but See Results is just on another level.

No? I always thought the consensus on King Magnifico wasn't that he was PE due to bad writing, but that he was PE in spite of bad writing, atleast that's the only reason I can think of why people give him so much DILP treatment.

There is a difference between offscreen villainy and fridge horror. Fridge horror is something we can actually see but just how bad it is isn't made clear, so say if we saw a villain leading several raids on villages, but we don't actually know if anyone died or if they just stole things. Offscreen villainy is when we know something bad did happen but we don't actually see it on screen, so if a villain just kinda said they killed 20,000 people in the past with no elaboration or onscreen effect. Cases can be more nuanced like I just mentioned if a character's crimes have an onscreen effect they may still be heinous enough, and while I don't know this work it seems like this character could be a case of that. However, personally I'm still concerned over the fact that this character is from a parody work.
Bill was warned by Time Baby that weirdmageddon could destroy the very fabric of existence (which would mean the death of literally everyone everywhere), and his response was to kill him. That combined with Bill's numerous other atrocities would be way more than enough for him to pass in Rick and Morty.
Well yeah, they wouldn't be candidates if they weren't. They have their fair share of comedic moments, but their crimes are ultimately taken seriously.
I should've phrased it better, this case isn't like South Park or Family Guy where continuity is all over the place, Archer has very firm continuity. It's that seasons 8-10 are all different dreams Archer is having while in a coma. Dutch and Barry 6 are both dream versions of a different character in the show called Barry Dylan who appears outside of the coma seasons. Since they're characters made up in dreams they don't have to compare to characters from the real world of the show, and they don't have to compare to characters from other dreams because they're clearly not in the same continuity.
I mean, you got stuff like Primal, Moral Orel and even Metalocalypse (which also started out as a comedy) that take the actions of their villains seriously enough to have PEs too. Yeah, there's also stuff like Family Guy and South Park, but the reason adult animation is like that is specifically because of the success of those two shows, which many sought to emulate, and thus ruining adult animation in the eyes of a lot of people. But that's really a story for another day.
@Duckw545 'Dutch' Dylan from the Dreamland season (season 8) and Barry 6 from the Archer 1999 season (season 10). Since the seasons are disconnected from the rest of the show, they don't really have to worry about heinous standard or tonal issues screwing them over.
Also not sure if I'd call Archer "the family guy style show", having seen pretty much all of both shows, they're vastly different shows with different styles of humour, storytelling and characters.
Inside No. 9 having two is pretty damn surprising considering the show often goes into dark comedy and even its more serious drama centred episodes usually don't have villains.
Also, they aren't approved yet but Archer has two potential candidates, and if they end up approved, then Archer would definitely be my choice for this topic.
The image the proposal used literally makes up 1/4 of the work because it's so short.
A Pure Evil character can't genuinely care about people, the title of the post implies that in this hypothetical, the character cares about those they lost. So regardless of how tragic they are, they wouldn't count.

What are some examples of Pure Evil villains who out of context, don't look at all like they're Pure Evil or even villains for that matter? An example of this that comes to mind for me is Stem who based on an image of it, doesn't even appear to be alive, let alone a villain or particularly evil.
NOTE: some people seemed to not understand this when I posted it before, so let me clarify, I am not asking for characters who you didn't think qualified at first glance (Thumper from Bugs Life for an example). I'm asking for characters who if you were to show someone who had no idea who the character was a picture of them, and then say they're pure evil, they'd be taken aback.
