Number 6 from MHA: Vigilantes
Muscular's overrated, Number 6 is still a genius masterpiece in my book.
Mahito might be an example, I originally thought the guy had Moral Agency issues and cared for his comrades.
However, even then he never mourned one of them and it is made clear that there is a category for Cursed Spirits like Mahito to develop a personality of their own, therefore Mahito qualified.
Overrated: Femto (Griffith). We get it, he's handsome and is rather attractive but c'mon... this is just tiresome to where folks like here are declared "tragic and 3-dimensional" is just getting redundant considering how he sacrificed his squadron and raped his best friend's girl in front of him. I mean, really?
Underrated: Number 6 from MHA: Vigilantes. Now this is how you write a three-dimensional character with brilliant writing and inspirational vibes from one of DC's greatest villains, Reverse-Flash, as well as having many laughable moments and "Evil is Cool" vibes, this is how you get the job done and the spin-off proven to be much better than the original story and its villains. An irredeemable, egotistical speedster with a motive of finding purpose in life while still remaining unapologetically chaotic... now that's entertainment.

Sure, Empera tried to commit omnicide on Earth and Belial had like two planets destroyed, then there's Bogal who devoured an entire race of Aarb while destroying their planet.
Sure, Babarue may stand out since he only has fewer resources than them. HOWEVER, he had the Ultra Key with him and as stated, the key is capable of destroying a singular planet, what does Babarue do with the key? Aimed it at the Ultra Brothers to get rid of them.
This is where he fails Individual Capability since he had a resourceful weapon powerful enough to eliminate a planet and yet he chose to use it against four people. This is the same kind of problem Bradford Buzzard suffered from since he held back the only resources he has that could kill thousands at that point.
Plus, while his actions unintentionally caused both M78 and Earth to crash and wipe out one another, even while being sadistically aware. My argument is that while it could've killed billions on both sides, as well as side effects where people are seen running from the tsunamis, most of it relies on Fridge Horror since no one is seen dying in the process.
Sure, Babarue could stand out from his attempted mundicide/omnicide scheme even if unintentional, the reason I am skeptical bout him is that he holds back the only resource he has that is capable of destroying planets.
NOTE: Because Ultraman Leo is part of the original M78 universe where it connects from Ultraman all the way to Mebius and Zero's time, he has to compete with other villains who did worse (e.g. Gamos, the Robot Chief, and Rayblood, who'll I'll be proposing soon).

As the one who proposed him before my original account was disclosed under school policy for graduates like myself, Kurt may be insecure at first. However, the reason he qualifies despite his so-called insecurity is because Kurt didn't bother to take time to think about what Jessie's speech on popularity and the fact that he could've let go.
Instead, he chose to continue killing for fame, proving he isn't insecure at all, coming off as selfish and egotistical instead. While some egotistical villains can be insecure, if they choose to remain being evil, then that's period.
Plus, the only way for a villain's insecurity to be disqualifying is as if they are played for genuine sympathy depending on the background. Kurt was never played for sympathy for his insecurity.

Goldtooth from Dirty Laundry. For a ruthless gangster who raped a prostitute and assaulted a kid before coming close to killing him, hearing his cries and pleads for help after having his limbs broken apart by the notorious badass Frank Castle (The Punisher) is pure cathartic satisfaction.
Number 6 is one of MHA's most fascinating, complex, and interesting villains in my opinion.
He's an egotistical "Pro Hero Wannabe" who tried to exceed his "predecessor" right from the get-go but at the same time provides multiple comedic moments and on the other hand of it goes from the goofy nice guy to the jealous, cold, and sadistic speedster he is.
His "memories" of his supposed childhood, his "respect" for Kazuho's singing, and his ongoing battle against the Crawler before death are what makes him all the more well-written than most of MHA's villain gallery
One of the worst, badly-written, and boring Ninjago PEs, only to be second behind Vex. At least the Omega and the Overlord (despite being NPE and his Oni theory being ambiguous) have cooler moments.

Normally some people would post a "Yes" or "No" option when discovering a new candidate in need of approval. Instead, I'm showing you guys this image just in case.
This was from Issue #34, where Abbot has finally had enough of Johnny and kills him with no remorse. However, before leaving, he still bothered to have him buried somewhere nice, despite having nothing to gain from this...
Now that I think about it, he never brought up Johnny's death after this nor does he feel remorse deep down. This is rather debatable but given how the panel doesn't have him express any remorse and mentions that he still bothered protecting him after all this time, he even said it himself that he'll stop doing it someday.
So to anyone who had experienced reading the comics, all thoughts are available. However, I still plan to propose him in the future, though it's likely to be controversial.
