The first film was Shock Value, but the films after that have this big thing about two siblings losing their dad, Art being constantly revived by a demon to terrorize the world, the siblings' dad apparently predicted/knew Art, the sister is chosen by the Heavens to be the one to kill Art once and for all, overcoming trauma etc.
A common misconception is that he’s an idiot. In truth, the monster was highly intelligent and was smart enough to swear revenge on his creator for abandoning him. Thus, I imagine a PE version would be someone who took his revenge too far, like murdering Frankenstein's wife, which in the book was left vague

It was simpler times back then. As long as it was made for kids, you can have the main character's mom shot, a communist pig starving his companions, whatever
If it’s a one off statement and the villain is still treated as a threat otherwise, then yeah
It depends on how the narrative or characters around them treat them. For someone like Bill, he has multiple comedic moments, but the characters still act in fear when he’s around and the narrative shows that if he succeeds, it would be terrible
He’s laughably evil since his comedic moments don’t detract from how evil he is and emphasizes his lack of empathy and compassion
He’s a recent Pure Evil, Squid Game is a popular series, and he was already an iconic character from said series
