Here are PEs who I dislike because of their bad character-wise, not because of their evilness
Joffrey Baratheon : Cuz he's immature, incompetent, whiny and a coward.
Bellatrix Lestrange : Cuz she's pretty annoying, lack of ambition (in sense of her own goal, not following others) and blindly follow a flawed leader like Voldemort.
Dolores Umbridge : Cuz she's basically a self righteous karen.
Peter Pettigrew : Cuz he's a coward and seem lack of confident.
Sir Miles Axlerod : Cuz he's really lame and pretty incompetent.
